As an amendment to motion S4M-11993 in the name of John Swinney (Boosting the Economy), leave out from first “welcomes” to end and insert "is concerned by growing inequality in the Scottish economy and the continued reliance on unsustainable resource use; notes that the earnings of the richest 1-2% of the population continue to rise faster than any other percentile; further notes Scotland’s continued overdependence on the fossil fuel industry and considers that this is a source of significant vulnerability; recognises that social and environmental harm have increased during periods of economic growth as well as during periods of recession; considers that the GDP growth of an economy is a poor indicator of the wellbeing of its citizens or the health of the ecosystem that sustains them and also fails to take into account global impacts; gives the Scottish Government due credit for developing a broader view of economic indicators as part of the National Performance Framework, but regrets that it continues to place undue emphasis on GDP growth, and considers that government action should be focussed on ending the domination of economic sectors by large corporations, creating well-paid work, ensuring fair redistribution of wealth and development of low-carbon industries as a replacement for, rather than an addition to, the role of fossil fuels in Scotland’s economy."
