Call for views on walking and cycling in Scotland

 

Closing date for submissions - Friday 11 December 2009

The Transport, Infrastructure and Climate Change Committee is holding an inquiry into walking and cycling in Scotland.

 

The formal title of the Committee’s inquiry is an Inquiry into Active Travel.

 

As part of this work, the Committee is keen to hear views on walking and cycling from all interested individuals and organisations.

Remit of the inquiry

The Committee is aware that walking and cycling offers many social, economic and environmental advantages.

The Committee’s inquiry is therefore focused on how to deliver an improved uptake of walking and cycling in practice. The Committee is particularly interested in hearing about what more the Scottish Government, local authorities and other bodies can do.

The formal remit of the Committee’s inquiry is to consider—

  • The progress being made in developing active travel;
  • Any barriers to further progress; and
  • The further action that may be required by the Scottish Government, local authorities and other bodies to ensure that significant progress is made in the development and implementation of active travel in Scotland.

 

Issues on which the Committee is seeking views

The Committee is seeking comment on the following issues specifically—

Question 1

 

What more can be done to encourage people to change their travelling habits and walk and cycle more?

Question 2

 

Is enough progress being made in developing and delivering improvements in the uptake of walking and cycling?

Question 3

 

If not, what are the barriers to progress? (for example, lack of policy development, lack of political leadership, lack of funding/investment, the lack of prominence given to active travel in transport policy development, project planning and construction etc.)

Question 4

 

Why do walking and cycling policies set out in national, regional and local transport plans not result in a greater modal share for walking and cycling?

Question 5

 

 

What further action is required by the Scottish Government, local authorities and other bodies to ensure that significant progress is made in the development and implementation of walking and cycling, particularly if transport is to make a greater and more meaningful contribution to the reduction in greenhouse gas emissions?

Question 6

What can Scotland learn from good practice/successful implementation in other countries?

 

Respondents are invited to structure their responses around the issues identifed by the Committee above. You are free to answer as many or as few of the questions as you wish.

As well as these issues, the Committee is interested in any other comments you have about matters within the remit of the inquiry.

 

Scottish Government work

The Committee is aware that the Scottish Government has undertaken various pieces of work on active travel, including a recent consultation on a Cycling Action Plan for Scotland.

The Committee will have access to the responses to this consultation. If you wished to provide any additional views, the Committee would be very keen to hear from you.

The Committee will also have access to the reports from the various consultation events carried out in relation to the Cycling Action Plan for Scotland.

The Committee anticipates that its inquiry will report before the Cycling Action Plan for Scotland is published.

The closing date for written submissions is Friday 11 December 2009. Ideally submissions should not exceed six sides of A4 paper. The Committee prefers to receive written submissions electronically. These should be sent to: activetravel@scottish.parliament.uk
