National Planning Framework 2
The Scottish Government published the National Planning Framework 2 (NPF2) on 12 December 2008.
The NPF2 aims to guide Scotland’s spatial development to 2030, and sets out strategic development priorities to support the Scottish Government’s promotion of sustainable economic growth.
The Local Government and Communities Committee considered the Framework with a particular focus on the planning aspects of this. The Transport, Infrastructure and Climate Change Committee looked at transport, infrastructure and climate change aspects, with the Economy, Energy and Tourism Committee focussing on economic development and energy matters.
Under the Planning etc. (Scotland) Act 2006, the Scottish Ministers are required to lay the framework before the Scottish Parliament for a period of 60 days, and are to have regard for any report made by the Parliament, before finalising it. The framework was debated by Parliament on 5 March 2009.

The Committee published its report on the National Planning Framework 2 on 25 February 2009.

Scottish Government Response
The Local Government and Communities Committee received the Scottish Governments response to its NPF2 report on 25 June 2009.
