At its meeting on 9 September 2008, the Standards, Procedures and Public Appointments Committee agreed that a possible rule change in relation to the cut-off date for the introduction of Members’ Bills should be considered.

The Public Appointments and Public Bodies etc. (Scotland) Act 2003 established the Office of the Commissioner for Public Appointments in Scotland (OCPAS) to regulate and monitor the public appointments process.
In this report, the Standards, Procedures and Public Appointments (SPPA) Committee recommends a change to rule 3.7.1 to extend the period of time for elections to the Scottish Parliamentary Corporate Body (SPCB) following a general election.
