To keep under review the passage of the UK Welfare Reform Bill and monitor its implementation as it affects welfare provision in Scotland and to consider relevant Scottish legislation and other consequential arrangements.

The Committee reports to the Parliament as follows—
1. The Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2014 [draft] was laid before the Scottish Parliament on 7 July 2014. The instrument is subject to the affirmative procedure.
2. This order transfers, from the Secretary of State for Work and Pensions to the Scottish Ministers, the function of making an order which can be used to set the overall limit on the total amount of expenditure that may be incurred by a local authority in Scotland in awarding discretionary housing payments. The function of making an order is contained in the Child Support, Pensions and Social Security Act 2000 (section 70(3) (a)). The function is transferred by article 2 of the Order.
3. At its 12th meeting 2014, held on 12 August, the Welfare Reform Committee considered the order.
4. The Committee noted that the Delegated Powers and Law Reform Committee had not made any comments on the instrument.1
5. The Committee took evidence on the instrument from the Deputy First Minister and Cabinet Secretary for Infrastructure, Investment and Cities.
6. The Deputy First Minister moved motion S4M-10739—
That the Welfare Reform Committee recommends that the Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2014 [draft] be approved.
7. The motion was agreed to.
