Subordinate Legislation
The Committee reports to the Parliament as follows—
1. The Registration of Social Workers and Social Service Workers in Care Services (Scotland) Amendment Regulations 2014 [draft] was laid before the Parliament on 19 June 2014. The instrument is subject to the affirmative procedure.
2. The Registration of Social Workers and Social Service Workers in Care Services (Scotland) Regulations 2013 (“the principal Regulations”) requires social service workers to register with the Scottish Social Services Council in order to work in a care service. For social service workers already in post on the coming into force of the principal Regulations, mandatory registration only applies to those social service workers named in the Schedule from the dates set out in that Schedule. These Regulations amend the Schedule to the principal Regulations by inserting a new table which specifies two additional descriptions of social service workers, supervisor in a care at home service and supervisor in a housing support service, and sets a mandatory registration date of 30th June 2017 for workers who worked in the relevant role on 30th June 2014.
3. At its 21st meeting 2014, held on 24 June, the Health and Sport Committee considered the Regulations.
4. The Committee noted that the Delegated Powers and Law Reform Committee had not made any comments on the instrument.
5. The Committee took evidence on the instrument from the Minister for Children and Young People.
6. The Minister moved motion S4M-10404 —
That the Health and Sport Committee recommends that the Registration of Social Workers and Social Service Workers in Care Services (Scotland) Amendment Regulations 2014 [draft] be approved.
7. The motion was agreed to.
8. The National Confidential Forum (Prescribed Care and Health Services) (Scotland) Order 2014 [draft] was laid before the Parliament on 19 June 2014. The instrument is subject to the affirmative procedure.
9. The Instrument makes changes to the NHS Superannuation Scheme, as set out in the National Health Service Superannuation Scheme (Scotland) Regulations 2011 (SSI 2011/117), the NHS (Scotland) (the 2008 section) Superannuation Regulations 2013, The NHS (Scotland) (Injury Benefits) Regulations 1998 and the NHS Superannuation Scheme (Scotland) (Additional Voluntary Contributions) Regulations 1998.
