Remit
As part of the Local Government and Regeneration Committee's scrutiny of the Scottish Government's 2014-2015 draft budget proposals, the Committee agreed to mainstream scrutiny of the budget, on a rolling basis, into its ongoing work programme.
This approach provides a more manageable system of scrutiny of Scottish Government's spending plans for both local government and regeneration policy. It also helps to avoid the compresses examination of the draft budget which is normally undertaken by the Committee each October and November, following the publication of the Government's draft budget proposals.
As part of this approach the Committee has already considered the financial and resource implications in relation to the following-

Part 3 of this mainstreaming approach is a one-off evidence session to examine the impact of UK Government welfare reform proposals on local government budgets and the potential consequences for thier 2014/15 and 2015/16 spending plans and resources.

Approach
The Committee agreed its approach to the scrutiny of local government budgets and the impact of UK Government welfare reforms on 2014/15 and 2015/16 spending plans and resources at its meeting on 12 March 2014. It will conduct a one off oral evidence session on 28 May 2014.
Call for Written Evidence
At its meeting on 12 March 2014, the Committee agreed to seek written evidence from the 32 Scottish local authorities on the implications of welfare reforms for their current and future budgeting and resource planning.
