Scottish Government's Action Plan for European Engagement
The Scottish Government published an Action Plan on European Engagement in 2009 and has updated the appendices on a biannual basis to reflect the priorities of the rotating Presidency of the Council of the European Union.

At its meeting on the 19 September 2013, the Committee questioned the Cabinet Secretary for Culture and External Affairs about the Scottish Government’s activity under the Irish Presidency of the Council of the European Union, and the issues of importance to Scotland during the Lithuanian Presidency of the Council of the European Union. UK Government's Balance of Competences Review
In addition, the Scottish Government responded to the UK Government's Balance of Competences Review - a review being coordinated by the Foreign and Commonwealth Office with the purpose of auditing the areas of responsibility that the European Union has and how they impact on the UK.
The responses that the Scottish Government have submitted to Whitehall cover policies such as transport, environment and climate change, trade and investment, asylum and immigration, research and development, civil justice, and culture, tourism and sport.
The Cabinet Secretary has sent the Committee a copy of the submissions made thus far to the review by the Scottish Government, outlining the Scottish Government's policy position with regard to a number of important issues, and highlighting the value that Europe adds to the work of the Scottish Government:
