Remit
Scottish Government is due to publish its Draft Budget 2014-15 in September 2013.
The Rural Affairs, Climate Change and Environment Committee’s role is to scrutinise the budget documents and report its findings to the Finance Committee. A call for evidence will be sent out by the Committee in due course.

On 25 June 2013, the RACCE Committee sent out 9 letters regarding the Committee’s mainstreaming of climate change issues in the budget this year to the following Committees-
- Economy, Energy and Tourism;
- Education and Culture;
- Europe and External Relations;
- Equal Opportunities;

- Health and Sport;
- Infrastructure and Capital Investment;
- Justice; and
- Local Government and Regeneration.

On 17 September, the RACCE Convener wrote to Margaret McCulloch MSP, Convenor to the Equal Opportunities Committee regarding Claudia Beamish highlighting the importance of the Scottish Government making appropriate financial provision to ensure the needs of people with disabilities in the rural and remote areas of Scotland are met:
The Education and Culture Committee wrote to the RACCE Committee to highlight its extremely tight timetable for scrutinising the Scottish Government’s spending proposals (details of their remit are available here) and it is not practical to undertake meaningful scrutiny of climate change issues in the time available:
After discussion at its meeting on 25 September, the RACCE Committee replied to the Education and Culture Committee's above letter and expressed unanimous disappointment in their decsion:
