Work Programme
As well as the items on the main page, the Committee will be undertaking work on the following items—
- Possible Standing Orders rule changes arising from the Scotland Bill. The Committee is considering Standing Orders rule changes in light of the Scotland Act financial powers which came into effect in April 2015.
- The Committee reported on rule changes for hybrid bill procedure on 30 April 2014. In that report, the Committee outlined the issue of dealing with amendments to hybrid bills which affect private interests. The Committee agreed to consider this issue further following the conclusion of its ongoing inquiry on legislation and to publish a separate report on these matters. The Committee is likely to return to this issue in Autumn 2015.
- In 2013 the Parliament agreed rule changes to allow the Delegated Powers and Law Reform Committee to consider certain bills drafted by the Scottish Law Commission. The Committee agreed at that time to review the new provisions towards the end of this session to see if they were delivering the intended benefits. The Committee intends to hold a short inquiry in the autumn.
- The Commissioner for Ethical Standards for Public Life in Scotland published on 1 July 2015 a Report on a Thematic Review into operation of the 2013 Code of Practice for Ministerial Appointments to Public Bodies in Scotland. The Committee plans to take evidence from the Commissioner and the Scottish Government to explore how they will to respond to the findings of the review.
