*S4M-12899 Alison Johnstone: Renewed Call for a Ban on Snares and a Review of the Legislation—That the Parliament is appalled at what it sees as the recently-reported heartbreaking death of a mother hare, who was trapped in a snare, and her orphaned leveret; understands that they were found by a member of the public on 18 March 2015 and that wildlife experts believe that it gave birth while trapped before succumbing to its injuries; further understands that it is illegal to intentionally set snares for brown hares during the close season, which starts in February, but that other target species with breeding seasons may still legally be snared at such times; considers this a sad case that highlights the indiscriminate nature of such crude devices; believes that, while Scotland has the most stringent legislation in the UK on the use of these devices, which includes regulations that cover ID tags, deaths caused by them, whether they are tagged or not, are horrific and cruel; supports OneKind’s renewed calls for a ban on snares; notes that 1 April 2015 marks the second anniversary of the implementation of the snare tagging regulations that were introduced by the Wildlife and Natural Environment (Scotland) Act 2011; understands that the snaring regulations are due to be reviewed in 2016, and calls on the Scottish Government to commit to ensuring that the review covers issues such as breeding seasons and is carried out early in the year.

*S4M-12891 Liam McArthur: Orkney and Shetland Still Excluded from RET—That the Parliament believes that affordable, reliable and good quality ferry services are a lifeline that helps sustain all of Scotland’s island communities; notes the announcement by the Scottish Government on 26 March 2015 that road equivalent tariff (RET) has been rolled out to the remaining Clyde and Hebrides Ferry Services on the west coast; understands that this means that ferry services to, from and within Orkney and Shetland are now the only routes in Scotland not in receipt of support under the Scottish Government’s RET scheme; believes that the deliberate exclusion of the Orkney and Shetland communities from this scheme to reduce ferry fares is discriminatory and shows a lack of fairness and equity at the heart of the Scottish Government’s transport policy; considers that reducing fares on some routes but not others provides incentives for tourists and business to be diverted away from higher cost routes; further believes that this displacement effect has already been acknowledged by Scottish ministers and Highlands and Islands Enterprise; appreciates what it considers the justifiable anger felt by people in Orkney and Shetland at their continued exclusion from the RET scheme, and calls on the Scottish Government to show the same even-handedness to the implementation of RET as the previous Scottish administration did in introducing the air discount scheme.

*S4M-12889 Mark McDonald: Amnesty International’s Worldwide Annual Review of the Death Penalty—That the Parliament notes the publication of Amnesty International’s worldwide annual review of the death penalty for 2014, which shows that there was a 28% increase in the number of death sentences compared with the previous year, with at least 2,466 death sentences in 55 countries, with the increase largely driven by developments in Nigeria and Egypt; notes that the review also shows that at least 607 executions were known to have been carried out across 22 countries in 2014; notes that this excludes the figures for China, where execution figures remain a state secret; welcomes the long-term decline recorded in the number of countries using the death penalty over the past 20 years and the fall in recorded executions in 2014 compared with 2013, however recognises that there is much work still to be done to rid the world of this appalling abuse of human rights.
