Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.
Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.
Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.
Motions and amendments can be published with various symbols
- Asterisks before the motion or amendment number indicate a motion or amendment published for the first time
- Asterisks also identify alterations to the text of a motion or amendment made since it was first published
- A hash symbol identifies motions eligible for debate at Members’ Business
- A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support
- An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.
The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.
Any questions in relation to this section should be directed to the Chamber Desk
New and altered motions and amendments
*S4M-09141 Joe FitzPatrick: Public Bodies (Joint Working) (Scotland) Bill—That the Parliament agrees that, during stage 3 of the Public Bodies (Joint Working) (Scotland) Bill, debate on groups of amendments shall, subject to Rule 9.8.4A, be brought to a conclusion by the time limit indicated, that time limit being calculated from when the stage begins and excluding any periods when other business is under consideration or when a meeting of the Parliament is suspended (other than a suspension following the first division in the stage being called) or otherwise not in progress:
Groups 1 to 4: 40 minutes
Groups 5 to 8: 1 hour 20 minutes
Groups 9 to 11: 2 hours
Groups 12 to 15: 2 hours 30 minutes.
*S4M-09140 Neil Bibby: Scotland’s Children—That the Parliament reaffirms its support for the curriculum for excellence, which it believes can make a significant contribution to Scottish education; however notes the serious and continuing concerns expressed by teachers and the worries of parents across Scotland about the readiness of preparation for the new National 4 and 5 examinations and the introduction of new highers, including over 30 complaints by the Scottish Secondary Teachers’ Association and also the EIS, which has "not encountered as widespread anger and disappointment and frustration with the exams authority as we are currently witnessing"; welcomes the somewhat belated announcement of extra resources and materials by the Scottish Government, which hopefully will allay many of these concerns, and now calls on the Scottish Government to publish a full action plan; agrees with the EIS that "lessons must be learned", and further believes that an independent review should be carried out in summer 2014 on the actions taken by the SQA, Education Scotland and the Scottish Government when implementing the current phase of the curriculum for excellence.

*S4M-09132 Mary Fee: Stonewall Scotland, Your Services Your Say: LGB&T People’s Experiences of Public Services in Scotland—That the Parliament notes the Stonewall Scotland report, Your Services Your Say; LGB&T People’s Experiences of Public Services in Scotland; notes with concern the finding that one in six respondents have experienced poor treatment due to their sexual orientation or gender identity when accessing a public service in the last three years; further notes the findings that more than one in five LGBT people would feel uncomfortable being open about their sexual orientation or gender identity with NHS staff, a third of LGBT people who have used housing services have experienced staff making incorrect assumptions about their sexual orientation or gender identity, more than a third of LGBT people would not feel confident reporting a hate crime directly to the police, one in five LGBT people expect to face discrimination from a headteacher when enrolling their child in a primary or secondary school, more than half of gay and bisexual men expect to face discrimination when studying sports subjects; understands that, although Scotland has what is considered the most progressive legislation in terms of LGBT equality, Stonewall Scotland’s report, Living Together: Scottish attitudes to lesbian, gay, bisexual and transgender people in 2012, found that three in five people said that there is public prejudice against LGBT people today and more than four in five people believed that it is right to tackle prejudice against LGBT people where they say it exists; continues to tackle LGBT discrimination, and aims to ensure that public services are equipped with the knowledge and expertise to ensure that LGBT people are able to access services without the fear of being discriminated against.

*S4M-09131 Gil Paterson: Milngavie Foodbank—That the Parliament welcomes the setting up of a foodbank in Milngavie to help people struggling from the effects of UK Government welfare cuts; supports the volunteers who work at the foodbank but condemns that a foodbank should be necessary in what is thought to be one of the most affluent areas in Scotland; considers that this is further proof of the damaging welfare cuts coming from the UK Government, and opposes further cuts, which are projected to put 100,000 children in Scotland into poverty.

*S4M-09127♦ Marco Biagi: Fair Access to the Professions—That the Parliament believes in the principle that everyone with both the desire and the ability should have the same opportunity to enter professions such as law and medicine as much as any other career path; understands that, for many years, entrants to such professions have had a similar social profile; welcomes the Law Society’s recent action plan, which aims to increase accessibility for people wishing to enter the legal profession; commends what it understands is the increased financial support now given to postgraduate students in scientific, applied and professional courses, and notes calls for further work that builds on such approaches in order to ensure that professional and educational advancement is available to people in Edinburgh Central and across the country, regardless of their social or economic background.
Supported by: Nigel Don*, Jamie Hepburn*
*S4M-09126 Iain Gray: UK Childhood Cancer Awareness Month, September 2014—That the Parliament understands with regret that, every year in Scotland, around 120 children will be told that they have cancer; believes that, although survival rates are around 75%, this remains the largest cause of death from disease in children and young people in the UK; considers that more needs to be done to raise awareness of the impact of this on children and families; urges the Scottish Government to support Childhood Cancer Awareness Month (CCAM), which aims to raise awareness of the impact of childhood cancer and the challenges faced by children with the condition; understands that CCAM also highlights the help that charities offer, the need for more support for children and their families and why it is vital to raise funds; supports the decision to move CCAM to September; commends the work of Julie Yates from Tranent, East Lothian, and others on campaigning for this change, which brings CCAM in the UK in line with other countries; welcomes the work of charities, such as CLIC Sargent, the Childhood Cancer and Leukaemia Group, Cancer Research UK, Leukaemia and Lymphoma Research, which work with children with cancer and have announced that they will take part in CCAM 2014, and recognises plans to adopt the gold ribbon as the symbol for childhood cancer awareness throughout the UK.
