*S4M-09068 Kenneth Gibson: The Appalling Reality of Life in North Korea—That the Parliament acknowledges and praises the work of Amnesty International for its continuous efforts to bring what it considers the harrowing reality of human rights abuses committed by the totalitarian North Korean regime to the world’s attention; notes with concern the abhorrent torture and enslavement of North Korean citizens, instances of which were found to be "rampant" by Amnesty International; acknowledges reports suggesting that at least 100,000 people are currently being held in gulag-type prison camps, many without charge or trial and who are continuously subjected to brutal treatment including overwork, rape and public execution; considers the regime’s guilt-by-association policy of imprisonment, which allows the systematic abuse of entire families including children, aptly demonstrates the gravity and nature of human rights abuses that are off the scale; considers that, without political opposition, independent media or any form of personal freedom, the North Korean people have little opportunity or hope of achieving reform and openness or holding their repressive government to account; urges all MSPs to read the UN Security Council and the Human Rights Council report on North Korean human rights abuses when it is published in March 2014; understands that the report "lays bare the gruesome reality" of life in North Korea, largely building on work by Amnesty International, which reveals the troubling reality behind the secretive state; would welcome enhanced recognition by the global community of what it sees as the scale and despicable nature of the human rights abuses in North Korea, and hopes that Amnesty International’s work continues to raise awareness of this issue and prompt action from the international community.

*S4M-09061 Jackson Carlaw: Legal Highs Blamed for Hundreds of Hospital Admissions—That the Parliament notes with concern the reported rise in the number of people being admitted to accident and emergency units after ingesting so-called legal highs; understands that this information was revealed following a freedom of information request to NHS boards; believes that this suggested that, since 2009, there have been 323 admissions, of which 164 came from the NHS Ayrshire and Arran area; notes that NHS Ayrshire and Arran’s response included figures for the drug, mephedrone, which is commonly known as Meow Meow and was reclassified to a class B drug in 2010; believes that these statistics show that the problem is worsening; notes that there were 139 admissions in 2013, more than double that of any previous year; considers that, as some NHS boards were only able to disclose details of admissions in relation to drugs such as BZP and MDAT, the true figure might be far greater, and believes that the Scottish Government and the NHS must do more to collate the number of admissions so that the full extent of the problem can be examined and dealt with.

*S4M-09059 Jean Urquhart: Human Rights Abuses in North Korea—That the Parliament notes the publication of the Report of the Commission of Inquiry on Human Rights in the Democratic People’s Republic of Korea by the UN Human Rights Council; understands that among the issues investigated by the commission of inquiry were violations of freedom of the press, expression, religion, movement and to the right to life and the country’s use of political prison camps, arbitrary detention and enforced disappearances; considers that the findings, which suggest evidence of forcing mothers to commit infanticide, the widespread use of rape, sexual abuse and torture by the state and its officials and the use of intergenerational punishment, demonstrate the depravity of the North Korean regime and what it sees as that country’s blatant disregard for humanity and human rights; believes that the absolute control of the North Korean state over the lives of its citizens, the deliberate blocking of aid for ideological reasons, the cult of personality surrounding its three leaders since the Korean War and the use of political prison camps with little or no due process for prisoners plumb the depths of what human beings are capable of; supports the report’s belief that “the gravity, scale and nature” of its findings “reveal a State that does not have any parallel in the contemporary world”; considers comparisons with Nazi Germany and George Orwell’s Nineteen Eighty-Four to be apposite, and calls on the international community to take action to release the North Korean people from what it sees as their nightmarish existence and to bring to justice those responsible for these crimes against humanity.

*S4M-09058 Jackie Baillie: West Dunbartonshire Citizens Advice Bureau Publishes Unjust and Uncaring—That the Parliament welcomes the publication of Unjust and Uncaring, a report on conditionality and benefits sanctions and their impact on clients, published by West Dunbartonshire Citizens Advice Bureau (WDCAB); agrees with the report, which states that, in many sanction cases, the decisions are neither fair nor appropriate and are leading to clients experiencing distress and despair; commends WDCAB and CAB advisers across Scotland on the work that they are doing to help with appeals, reconsiderations and applications for hardship payments for clients; understands their frustration at feeling that they cannot do more to support clients in the short term apart from referring them to food banks; shares the concern of CAB advisers who report that they have never seen so many people in such desperate circumstances; concurs with the report’s conclusion that the current sanctions process is unjust and uncaring, and believes that the Conservative and Liberal Democrat coalition’s welfare reforms are hitting Scotland’s most vulnerable people hard and pushing them into poverty and debt.
