Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.
Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.
Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.
Motions and amendments can be published with various symbols
- Asterisks before the motion or amendment number indicate a motion or amendment published for the first time
- Asterisks also identify alterations to the text of a motion or amendment made since it was first published
- A hash symbol identifies motions eligible for debate at Members’ Business
- A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support
- An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.
The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.
Any questions in relation to this section should be directed to the Chamber Desk
New and altered motions and amendments
*S4M-06602 Christina McKelvie: Big Lottery Fund Becoming a Survivor Scheme—That the Parliament welcomes the announcement by the National Lottery to use up to £8 million of lottery money in supporting people affected by domestic abuse across Scotland through the Big lottery Fund Scotland’s Becoming a Survivor scheme; understands that the scheme will make grants from £10,000 to £1 million to help support people affected by domestic abuse and survivors of domestic abuse to be in a home of their choice and help them move on with their lives both practically and emotionally; acknowledges that there are almost 60,000 recorded incidents of domestic abuse each year and that research shows that victims of abuse often feel unsafe in their own homes; understands that domestic abuse is the fourth most common reason for making a homeless application; recognises that the new scheme will support multi-agency approaches to projects helping people who have experienced domestic abuse, and hopes that the scheme will be fully successful in achieving its outcomes.

*S4M-06601 Tavish Scott: Young Placemakers Initiative Launched—That the Parliament congratulates Planning Aid for Scotland, the independent and impartial organisation that works across Scotland to enable citizens to shape their communities and engage more effectively with planning, on the launch of its new initiative, Young Placemakers; understands that this campaign aims to recruit a network of 12 motivated, young community leaders who will champion active citizenship and create a stronger voice for young people; notes that it is hoping to attract applications from island communities in Shetland, Orkney and the Western Isles and that the Young Placemakers initiative reflects the view that young people should be more engaged with the decisions that will shape a Scotland that is greener, smarter and stronger, and believes that increasing involvement in the planning system will give young people a central role in the creation of Scotland’s future places.

Richard Lyle be appointed to replace Mark McDonald as a member of the Health and Sport Committee;
Christian Allard be appointed to replace Dennis Robertson as a member of the Equal Opportunities Committee;
Christian Allard be appointed to replace Jim Eadie as a member of the Subordinate Legislation Committee; and

*S4M-06599 Joe FitzPatrick on behalf of the Parliamentary Bureau: Substitution on Committees—That the Parliament agrees that—

Colin Keir be appointed to replace George Adam as the Scottish National Party substitute on the Standards, Procedures and Public Appointments Committee; and
Jim Eadie be appointed to replace Maureen Watt as the Scottish National Party substitute on the Public Petitions Committee.
*S4M-06598 Mary Fee: ME Awareness week—That the Parliament acknowledges that 12 May 2013 is International ME/CFS and FM Awareness Day and the first day of ME Awareness Week; understands that over 20,000 people in Scotland have the chronic condition, ME; believes that ME can affect many parts of the body and that symptoms include extreme fatigue, which leaves people unable to perform even the smallest of tasks, joint, muscle and head pain, and also memory problems; is concerned that people with ME face a postcode lottery when accessing services as, it believes, GPs are not properly trained to spot the complex illness, fail to recognise it and often regard it a psychological problem; considers that the reform of the benefits system is hitting people with ME particularly hard as they struggle to get the evidence needed to back up their benefit claims, leaving many in hopeless situations; commends the work carried out by many charities, including Action for ME, in raising awareness of the condition and providing support for people with ME, and urges the Scottish Government to work with organisations and charities to adopt a more holistic approach to what it considers this distressing condition.

*S4M-06596 Michael McMahon: Good Life, Good Death, Good Grief Awareness Week—That the Parliament acknowledges what it sees as the positive contribution to Scottish society made by Good Life, Good Death, Good Grief, an alliance of individuals and organisations who believe that Scotland should be a place where people can be open about death, dying and bereavement, and considers that Good Life, Good Death, Good Grief Awareness Week on 13 to 19 May 2013 is an opportunity to acknowledge that benefits can arise if society accepts that death is normal and that people can help each other with death, dying and bereavement.
*S4M-06595 Graeme Dey: Peter Pan Flies to Top of National Poll—That the Parliament is delighted to note that the most famous fictional character from Angus has been crowned as Scotland’s favourite children’s story in a poll conducted by Barnardo’s; commends the thousands of parents and carers who were asked to take part and voted JM Barrie’s Peter Pan to be the resounding winner; acknowledges that youngsters up to the age of five will now be given the chance to dress up as the boy who stayed young forever if they participate in Barnardo’s annual fundraising event, the 2013 Big Toddle; understands that all of the money raised through this event will go toward supporting vulnerable and underprivileged children, and wishes the charity well in the future.

*S4M-06594 Chic Brodie: Commander Chris Hadfield—That the Parliament welcomes the astronauts, Commander Chris Hadfield, Thomas Marshburn and Roman Romanenko, back to earth; understands that Commander Hadfield arrived at Prestwick Airport on 14 May 2013 after a five month mission to the International Space Station; considers that Commander Hadfield’s famous photography, tweets and music video have done much to raise awareness of the work on the International Space Station as well as showing some beautiful views of the earth from space; notes that photos of Scotland were among those tweeted by the astronaut; understands that Commander Hadfield was Canada’s first commander of the International Space Station and congratulates him on his successful mission and what it considers the highly positive reception of his photographs and tweets from space, and hopes that astronauts in the future continue to send back photos from the space station.

*S4M-06593 Roderick Campbell: Always Look on the Bright Side of Fife—That the Parliament congratulates Terry Jones, Katherine Grainger, Professor Mary McAleese, Dr Christopher Brown, Professor Richard Schrock, Harry Benson, Dr Ian Johnston and Jonathan Mills on being awarded, in June 2013, honorary degrees from the University of St Andrews for outstanding contributions to the worlds of academia, art, music and science; recognises their achievements in each of their fields, and understands that the university will also honour one of its own by awarding the University Medal to the mediaeval historian and former warden of University Hall, Lorna Walker.
Supported by: John Finnie*, Jackie Baillie*, Nigel Don*, Joan McAlpine*, George Adam*, Bill Kidd*, Liz Smith*, Annabelle Ewing*, Adam Ingram*, Richard Lyle*, Mike MacKenzie*, Anne McTaggart*, David Torrance*, Kevin Stewart*
*S4M-06592 Jackie Baillie: National Epilepsy Week, The Many Faces of Epilepsy—That the Parliament welcomes National Epilepsy Week, which is being held from 19 to 25 May 2013; commends organisations such as Epilepsy Scotland for their ongoing efforts to improve services and raise awareness of epilepsy; notes that this year’s theme, The Many Faces of Epilepsy, will focus on highlighting the uniqueness of epilepsy and the different levels of support and services available to those with epilepsy in Scotland; further notes that an exhibition by Epilepsy Consortium Scotland will be held in the Parliament during the week, and commends all those who work to raise awareness and provide services for people with epilepsy.
Supported by: Aileen McLeod*, Bill Walker*, Jim Hume*, Patricia Ferguson*, Mary Scanlon*, Nigel Don*, Hanzala Malik*, Kenneth Gibson*, John Finnie*, Christine Grahame*, Roderick Campbell*, James Kelly*, Nanette Milne*, Alison McInnes*, Annabelle Ewing*, Margaret Mitchell*, John Pentland*, Neil Findlay*, Richard Lyle*, Mike MacKenzie*, Anne McTaggart*, Iain Gray*, Margaret McCulloch*, Kevin Stewart*, Stuart McMillan*, Liam McArthur*
*S4M-06591 Hanzala Malik: Strathclyde Student Elected as NUS National Black Students’ Officer—That the Parliament congratulates Kwaku Adjei, a student at the University of Strathclyde, on being elected National Union of Students National Black Students’ Officer for 2013-14; considers that the role will entail many challenges in organising the ethnic minority student population of the UK’s universities and colleges, and wishes Kwaku every success in his year of office.
Supported by: Nigel Don*, Drew Smith*, Patricia Ferguson*, Annabelle Ewing*, John Pentland*, Anne McTaggart*, Neil Findlay*, Richard Lyle*, Mike MacKenzie*, David Torrance*, Kevin Stewart*, Liam McArthur*, Jackie Baillie*
*S4M-06590 Dennis Robertson: International Day Against Homophobia and Transphobia—That the Parliament recognises 17 May 2013 as International Day Against Homophobia and Transphobia; understands that, in almost 80 countries around the world, loving a partner of the same sex is still considered illegal, at times resulting in lifetime imprisonment; notes with concern that in nine countries homosexuality is punishable by death and that in many more countries people are denied their right to live according to their preferred gender identity; considers that social homophobia and transphobia continue to deny millions of people across the world their basic human dignity each day; welcomes the International Day Against Homophobia and Transphobia, which was established in 2004; understands that 17 May was chosen to commemorate the World Health Organization’s decision in 1990 to declassify homosexuality as a mental disorder; welcomes the fact that the day is now celebrated in more than 100 countries, and supports the worldwide movement to campaign against homophobia and transphobia in modern-day society.
Supported by: Linda Fabiani*, Jim Hume*, John Finnie*, Drew Smith*, Stuart McMillan*, Colin Beattie*, Patricia Ferguson*, Roderick Campbell*, James Dornan*, Mark Griffin*, Joan McAlpine*, Jackie Baillie*, Dave Thompson*, Ruth Davidson*, Patrick Harvie*, Alison McInnes*, Aileen McLeod*, Mary Fee*, Annabelle Ewing*, Neil Findlay*, Mike MacKenzie*, Anne McTaggart*, Bill Kidd*, David Torrance*, Bob Doris*
*S4M-06589 Alex Johnstone: Scotland Favours an Effective Nuclear Deterrent—That the Parliament notes the results of a new poll on the support for nuclear weapons in Scotland commissioned by Lord Ashcroft; notes motion S4M-06547 in the name of Bill Kidd; understands that the poll showed that most Scots want a replacement for Trident when it comes to the end of its useful life and that more are in favour of the UK’s nuclear submarines continuing to be based in Scotland than are opposed; understands that the CND poll referred to in Bill Kidd’s motion, which found a large majority in favour of not buying new nuclear weapons, omitted to mention that the existing nuclear system is due to be decommissioned and considers therefore that its “decisive” results should be treated with caution due to its omission of a salient and relevant fact; believes that Lord Aschroft did not conduct the poll, as noted in motion S4M-06547, to “show that more than half of Scots are in favour of nuclear weapons”, but rather to find out Scots’ views on the subject; recognises that one of those findings was that 51% of Scots want a replacement for Trident, while only 34% would give up nuclear weapons completely; considers that it is hypocritical for an elected SNP politician to question the integrity of the poll on the grounds that Lord Ashcroft paid for it when the SNP has in the past relied on a number of his previous polls in support of its political position; understands that all of Lord Ashcroft’s polls are published in full, with no omitted details, and believes that this is a welcome development in understanding public opinion that can serve as a useful reality check for those astute enough to use it.
*S4M-06582.2 Murdo Fraser: Electricity Market Reform—As an amendment to motion S4M-06582 in the name of Fergus Ewing (Electricity Market Reform), insert at end ", and welcomes the proposals from Ofgem on tariff reform for energy consumers, which will provide better transparency and help reduce bills."
*S4M-06582.1 Rhoda Grant: Electricity Market Reform—As an amendment to motion S4M-06582 in the name of Fergus Ewing (Electricity Market Reform), leave out from first “welcomes” to end and insert "notes the importance of the electricity market reform proposals in maintaining investor confidence in Scotland in both renewable and carbon capture and storage technologies; notes the publication of Ofgem’s Electricity Capacity Assessment 2012, which outlines the significant challenges facing Scotland and the UK regarding spare capacity and security of supply; further notes the publication of Scottish Islands Renewable Project: Final Report, which concludes that “further renewable generation on Scottish Islands will not be developed on any scale in the near future under current policy”; believes that the UK Energy Bill fails to adequately address the recent escalation of energy bills or the ongoing threat of fuel poverty and does not include sufficient measures to reduce electricity demand or facilitate the growth of community ownership of renewables; recognises the key role of the Scottish Government in directly addressing these issues, and welcomes the Labour Party’s more ambitious proposals to reform the energy market, including placing a requirement on energy companies to pool the power that they generate and make it available to any retailer."
