*S4M-02292 Drew Smith: Wales Shows the Way on Financial Inclusion and Support for Advice Services—That the Parliament congratulates the Welsh Assembly Government on its financial inclusion strategy, Taking everyone into account, which seeks to tackle financial exclusion and over-indebtedness by providing affordable credit and savings, improving access to financial and debt advice and increasing financial capability and income maximisation; further congratulates it on its expressed commitment to "support Third Sector advice providers to assist people who have debt problems and help people manage their finances"; understands that the Welsh Assembly Government believes that pressures on local government funding and the forthcoming welfare changes will have significant implications on how support regarding benefit take-up and wider advice is delivered and the strain that this could place on advice services; commends the Welsh Assembly Government on its £6.6 million commitment to Citizens Advice Cymru over the next three years, which, it understands, is to consolidate and improve advice services; considers that the Welsh Assembly Government is forward thinking in recognising that there is a need for advice services to be adequately funded; believes that, at a time of increased demand for advice services, the Citizens Advice Service in Scotland is under financial pressure, and, in the best interests of the citizens of Scotland, calls on the Scottish Government to take the same approach as its Welsh counterpart.
*S4M-02291♦ Marco Biagi: Tenants Standing up for their Rights in the Private Rented Sector—That the Parliament welcomes the foundation of Edinburgh Private Tenants Action Group (EPTAG), which has been set up to campaign to ensure that action is taken against rogue landlords in the city; understands that there has been tremendous growth in the private rented sector in Scotland and that the Annual Population Survey 2010 indicated that 11% of people in Scotland are in the private rented sector; notes that this figure rises to 39% in Edinburgh Central and 43% in the centre of Glasgow; expresses its concern regarding what it considers to be the high demand for housing and limited supply in city centres and believes that this is creating a market that is not competitive; considers that, although only a minority of landlords are rogue landlords, they can have a serious impact on the lives of tenants; understands that collective representation has already been successful in ensuring progress on the enforcement of legal rights in employment and other fields; welcomes the additional legal rights established by the Parliament, including in-tenancy deposit protection and the Private Rented Housing (Scotland) Act 2011; believes that seeking to protect responsible tenants from rogue landlords does not conflict with also seeking to protect law-abiding landlords from irresponsible tenants; is open-minded to evidence for further changes to improve protection for tenants and landlords, should this be shown to be necessary and practical, and looks forward to EPTAG engaging with individuals and authorities across Edinburgh in order to provide grassroots support, guidance and a campaigning voice for private tenants.

*S4M-02288 Linda Fabiani: Joseph Kony—That the Parliament notes current campaigning to raise worldwide awareness of the alleged violence of Joseph Kony, leader of the Lord’s Resistance Army (LRA) in Uganda; understands that Kony has repeatedly refused to negotiate with Ugandan authorities to help facilitate peace in the country and in surrounding areas; notes that United States legislation, the Lord’s Resistance Army Disarmament and Northern Uganda Recovery Act of 2009, claims that Kony has used over 66,000 youths in his rebel force, and therefore commends the numerous young people, including many in East Kilbride, who are campaigning to raise awareness in their own localities in an effort to ensure that Joseph Kony is brought to justice in order that their fellow young people in Uganda and other countries, who it believes have been forced to become part of the LRA, can move toward a life of peace and security.
*S4M-02287 Kenneth Gibson: High Drinking Rates in Over 45s—That the Parliament notes the Office for National Statistics General Lifestyle Survey 2010, which highlights that adults aged over 45 are three times more likely to drink alcohol daily than those aged between 16 and 44 and that 13% of the 45 and over age group drank almost every day compared to 4% of the 16 to 44 age group; understands that the survey examined more than 13,000 people across Britain and identified significant differences between drinking by age and gender; acknowledges that the survey found that men drink alcohol more frequently than women, with 12% of males drinking alcohol every day compared with 6% of women, and that alcoholism remains a serious problem among young adults, with young people more likely to binge drink than older adults; further acknowledges the severe risks and consequences associated with heavy drinking, and notes comments by Eric Appleby, chief executive of Alcohol Concern who said "the middle-aged middle classes are taking unnoticed risks with their health, increasing their likelihood of suffering illnesses such as liver disease, stroke and cancer", and believes that legislation, including minimum pricing, will help Scotland successfully defeat the destructive alcohol problem.

S4M-02278 Linda Fabiani: 53rd Anniversary of the Tibetan People’s Uprising—That the Parliament notes that 10 March 2012 marks the 53rd anniversary of the Tibetan people’s uprising against what is seen as the Chinese Government’s repression in the Tibetan capital, Lhasa; is saddened by the Chinese security forces’ reported continued use of lethal violence against unarmed protesters in Tibet; understands that at least 20 Tibetans have self-immolated to draw attention to the ongoing repression by the Chinese authorities, which includes the restriction of movement for Tibetans and a ban on foreign media, and calls on the UK Government to work with other governments in an international campaign to urge the Chinese Government to withdraw armed forces from Tibetan areas, to give foreign journalists, humanitarian agencies and independent observers full access to Tibetan areas and to enter into unconditional negotiations with representatives of the Tibetan people to advance peace, democracy and the rights of Tibetans to self-determination.

S4M-02272 Anne McTaggart: Yoker’s Intergenerational Solidarity—That the Parliament welcomes 2012 as the European Year for Active Ageing and Solidarity between Generations; considers that key to the year is maintaining solidarity between generations in societies with rapidly increasing numbers of older people across Europe; recognises the work of the Yoker Resource Centre, which, despite the current economic climate, has grown in strength to deliver services from cradle to grave; understands that intergenerational solidarity is key to the Yoker Resource Centre’s success and is exemplified by 92-year-old local volunteer Kate Semple who actively engages with after-school groups, young people’s clubs and summer programmes at the centre and has volunteered in the Yoker area for over 70 years; believes that the Yoker Resource Centre’s recent AGM, which discussed an inclusive model of community development to respond to evolving needs, issues and aspirations of the community, is representative of the high level of engagement between the community and the Yoker Resource Centre, and wishes Kate Semple many more years of volunteering and all at the Yoker Resource Centre continued success.

S4M-02248 Alison Johnstone: Cycle Safety—That the Parliament notes with sadness that, since 2000, 16 cyclists have died and many others injured in accidents in Lothian; understands that almost all of these accidents involved a motorised vehicle; believes that cycling is generally a safe activity and that the best way to improve safety is to get more people on their bikes to form a "critical mass" on the roads; considers that, in order to make them safer for cyclists and pedestrians, there is need for a radical rethink of how streets are designed; believes that training for all key road users must be improved and funding for cycle proficiency training for school pupils must be increased, and considers that, to see what changes can be made to make Scotland a leader in cycle safety and to help minimise the chances of another tragedy on the country’s roads, a cycle safety summit with key partners is urgently required.

S4M-02207 Roderick Campbell: Commemorating Lance Corporal Liam Tasker—That the Parliament recognises the new plaque unveiled on the Tayport War Memorial in memory of Lance Corporal (L/Cpl) Liam Tasker, who served in the Royal Army Veterinary Corps, 1st Military Working Dog Regiment, and was killed on 1 March 2011 while serving in Afghanistan; understands that, in the space of five months, L/Cpl Tasker, along with his sniffer dog, Theo, found weapon caches and improvised explosive devices and a record 14 hidden bombs; notes that his efforts resulted in him being mentioned in dispatches and his family receiving the Elizabeth Cross in his memory; recognises that L/Cpl Tasker’s efforts ensured that many lives were saved and believes that the rededication ceremony goes some way to ensuring that his efforts, bravery and sacrifice will never be forgotten, and, one year after his death, passes on its condolences to L/Cpl Tasker’s family.

S4M-02203 Kenneth Gibson: Labour’s Free University Education Confusion—That the Parliament notes with concern the comments made by the former MSP, Des McNulty, in his online Scotsman article on 29 February 2012 regarding the Scottish Government’s commitment to providing free university education; understands that, as Labour’s education spokesperson, Mr McNulty campaigned on the promise “with Scottish Labour, there will be no up-front or back-end tuition fees for Scottish university students” but now pursues the reintroduction of fees; finds it deeply troubling that, less than 10 months after campaigning to uphold the proud Scottish tradition of free higher education, Mr McNulty appears to have so reversed his position; believes that, had Labour won the 2011 Scottish Parliament election, fee paying policies would now be being pursued, and therefore considers that the Scottish Labour Party is not trustworthy on the issue of university fees and that, following what is considered its inability to form a coherent policy on the matter, only the Scottish National Party can be trusted by students, parents and the university sector to deliver world-class higher education based not on the ability to pay, but the ability to learn.
