Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.
Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.
Motions and amendments can be published with various symbols

*S4M-02065 Sandra White: Trente Ans d’Alliance Française de Glasgow—That the Parliament congratulates Alliance Française de Glasgow, the French Government’s official language and cultural centre for Glasgow and the West of Scotland, on its 30th anniversary; understands that, since 1982, this non-profit organisation has shared its love of the French language, culture and way of life with people from Glasgow and beyond by offering a variety of French language courses complimented by a wide range of social and cultural events such as film festivals, exhibitions and talks; welcomes French Passions, Alliance Française de Glasgow’s new series of special events, which aims to highlight the strong link between Scotland and France by inviting award-winning writer, Alasdair Gray, and crime-writer, Christopher Brookmyre, to talk about their favourite French writers, and wishes its staff, students and everyone associated with the centre a bon anniversaire and continued success in the future.
*S4M-02064 Mary Fee: LGBT Fostering and Adoption Week 2012—That the Parliament notes that 20 to 26 February 2012 sees the first-ever lesbian, gay, bisexual and transgender (LGBT) Fostering and Adoption Week; congratulates the LGBT network, New Family Social, on promoting adoption and fostering to LGBT people; notes that this is at a time when adoption figures across the UK are at a 10-year low; understands that, according to a recent survey, 72% of social workers said that they believed that LGBT adopters showed strength in their energy and enthusiasm to adopt; further understands that a new study suggests that LGBT people have the right mix of skills and expertise to raise children who have been in care and give them a new start in life, and encourages LGBT people with an interest in adoption or fostering to attend events being held in Edinburgh and across the UK.

*S4M-02063 Neil Findlay: Hope for Progress in the BESNA Dispute—That the Parliament welcomes the withdrawal of Balfour Beatty Engineering Services from the imposition of the new Building Engineering Services National Agreement (BESNA), which, it understands, proposed cuts of up to 35% in wages and the de-skilling of the sector; urges the remaining six major contractors, NG Bailey Building Services, Crown House Technologies, Gratte Brothers, Spie Matthew Hall, Shepherd Engineering Services and T Clarke Plc, to follow Balfour Beatty’s lead and abandon similar plans; encourages all the major employers to return to the negotiating table with Unite the Union to establish a new national agreement that maintains skills and livelihoods in what it considers this vital sector, and commends the proactive, grassroots campaign led by Unite in defence of jobs and skills.
*S4M-02062 Drew Smith: Trade Union Week 2012—That the Parliament welcomes Trade Union Week 2012, which is taking place in the Parliament on 21 to 23 February; understands that it is an opportunity for MSPs and all Parliament staff to find out more about what is happening in workplaces around the country and for trade union workplace representatives to meet MSPs and learn more about the Parliament; further understands that the STUC brings together 36 different trade unions and will be taking part in events all week, including the Parliament’s Economy Energy and Tourism Committee seminar, Growth vs. the Golden Rules, and the Equal Opportunities Committee roundtable session, Women and Work, a Scottish Union Learning event and a Unions into Schools event; considers that Trade Union Week highlights the participation and involvement of the trade union movement in the Scottish parliamentary process, and believes that the Parliament and Scottish Government should continue to work with the trade unions to create a fairer, more equal Scotland.

*S4M-02061 Neil Findlay: Songs for Social Justice—That the Parliament welcomes the STUC initiative to hold a Songs for Social Justice Festival in Glasgow in January 2012; appreciates the contributions from all the schools that participated in the event, All Saints Secondary School in Glasgow, Bathgate Academy, Coltness High School in Wishaw, Hillpark Secondary School in Glasgow, Holyrood Secondary School in Glasgow, Notre Dame High School in Glasgow and Shawlands Academy in Glasgow; commends all the school students for what it considers the imaginative and inspirational songs that were performed at the festival, which it believes demonstrates clearly that young people have strong commitments to fairness, equality and social justice, and gives particular thanks to the students and staff from Bathgate Academy who will be playing at the STUC reception in the Garden Lobby of the Parliament on Wednesday 22 February 2012.
*S4M-02060 Hugh Henry: Neurological Alliance of Scotland—That the Parliament understands that £1.2 million has been invested to develop a comprehensive set of standards for healthcare provided to the one million people in Scotland living with a neurological condition; further understands that the implementation and scrutiny phase will complete on 31 March 2012 and Health Improvement Scotland will have no further involvement; recognises that regional NHS boards will then have sole responsibility for taking forward future work; supports the work of the Neurological Alliance of Scotland, a forum of voluntary organisations and groups representing people with neurological conditions; would like to see the development of a neurological improvement network; believes that this would create a unique partnership between regional NHS boards and the third sector that would encourage and enable boards to continue to improve services for people living with a neurological condition, and hopes that the Scottish Government will continue to invest and support people living with a neurological condition.
*S4M-02059 Bob Doris: Football Fans in Training—That the Parliament commends the efforts of the participants, the clubs and the Scottish Premier League (SPL) Trust taking part in the Football Fans in Training programme; considers that the SPL clubs play an important role in Scottish society and that this puts them in an excellent position to effect change and offer the opportunity to the 75% of men aged between 35 and 65 in Scotland who are overweight and the 25% of that group who are clinically obese to live a healthier lifestyle by losing weight and taking more exercise, and welcomes the focus given to the initiative by a BBC Scotland documentary that follows a selection of participants over the 12-week programme, promoting the example set by these fans and their club in pursuing a healthier lifestyle.

*S4M-02056 Kenneth Gibson: Fool Me Once—That the Parliament notes the recent comments by the Prime Minister regarding additional powers for the Scottish Parliament; understands that the carrot of extra "powers" will be available only if Scots do not vote positively for independence in a referendum; considers that no attempt whatsoever has been made to define such powers; believes that the same tactic was used in the 1970s by the Tories, who promised a better assembly bill if the one on offer was rejected; considers that the Tories, on gaining office in 1979, betrayed this promise and shelved any pretence at delivering devolution during 18 years in power; believes that Scots have learned from bitter experience not to trust the Tories on the constitution, and urges a Yes vote in the independence referendum.
