*S4M-01932 Richard Baker: UCAN’s Campaign for Robot-assisted Surgery—That the Parliament congratulates UCAN, the north-east based urological cancer charity, on its bid to raise £2.5 million by 2013 in order to bring to the area pioneering robotic equipment for the provision of keyhole surgery; understands that three of the four most common cancers, prostate, bowel and bladder, as well as gynaecological conditions such as endometriosis, can be treated using robotic equipment; believes that this equipment will enable the use in Scotland of the most advanced technologies for minimally invasive surgery and that this will be of huge benefit to patients in minimising the impact of surgery; welcomes the aim of UCAN, which is to create a theatre suite at Aberdeen Royal Infirmary with two integrated operating theatres that will have the capacity for robot-assisted surgery, and hopes that this campaign will receive support throughout the north east and be welcomed by the Scottish Government.

*S4M-01930 Siobhan McMahon: Airdrie Savings Bank—That the Parliament congratulates Airdrie Savings Bank (ASB) on what it considers to be its excellent financial results for 2011; notes that, over the past year, ASB has increased lending by 35% to a record £48.4 million and increased deposits by 5% to £137.6 million, which is also a record; further notes that, over the same period, ASB reduced bad debt to £87,000, down from £101,000 in 2010, and produced an overall pre-tax profit of £272,000; observes that, in stark contrast to most other high street banks, ASB does not have shareholders so does not pay shareholder dividends and that, instead, it is managed by a board of unpaid trustees; applauds ASB’s commitment to addressing the problem of youth unemployment by creating jobs and opportunities for young people in the local community, as evidenced by the launch of its new apprenticeship programme; salutes ASB’s continued support of local organisations such as St Andrew’s Hospice and Airdrie Public Observatory; welcomes the recent opening of ASB’s Falkirk branch, its first branch to open outside Lanarkshire, and believes that ASB will continue to expand and flourish over the coming financial year.

*S4M-01928 Richard Simpson: Tobacco Display and Vending Machine Bans—That the Parliament welcomes the Court of Session judgment against Imperial Tobacco in seeking to prevent the ban on the display of tobacco and vending machines in Scotland as set out in the Tobacco and Primary Medical Services (Scotland) Act 2010; believes that these are proportionate measures in discouraging young people in particular from taking up smoking, which, it considers, remains the largest single cause of premature death and health inequalities in Scotland; notes the success of similar measures elsewhere in Europe and further afield, building on the successful bans on smoking in public places, and calls on the Scottish Government to implement the new provisions as soon as practicably possible and to consider further measures to prevent tobacco firms from using non-tobacco products such as lighters and clothing in order to circumvent the legislation and promote smoking by the backdoor.
*S4M-01926 Colin Keir: Sale of BMI to International Airline Group—That the Parliament expresses serious concerns about the impact on competition and passenger choice of the sale of British Midland International (BMI) to International Airline Group (IAG), the owner of its principal competitor, British Airways; recognises the importance of services provided by BMI from Scotland’s airports and the connectivity that they provide to the rest of the world; believes that the IAG deal would create a British Airways monopoly on what it considers to be the vital Edinburgh-Heathrow route and that this would choke competition for connecting feeds to services to the rest of the world; understands that 1.27 million people flew between Edinburgh and Heathrow in 2011, of which 30% travelled on to international destinations; believes that competition in the air travel market is good for Scotland’s passengers, businesses and the economy; is concerned that creating a monopoly for any airline risks higher prices and poorer services; notes that the vast majority of affected passengers will be Scottish, and calls on the UK competition authorities to scrutinise the deal to ensure that any competition issues are fully addressed and understood.

S4M-01925 Jamie Hepburn: Access for Rugby on Artificial Playing Fields—That the Parliament notes what it considers the vast improvements in the quality of artificial playing surfaces in recent years; understands that under International Rugby Board (IRB) regulation 22, organised rugby matches can be played on playing fields with modern artificial surfaces, providing they meet certain standards and are accredited; notes the increasing number of new 3G Astroturf playing fields that are being created across Scotland; understands that there are likely to be many such fields already in existence that have not been accredited for rugby under IRB regulation 22 stipulations, but which would qualify for accreditation; calls on local authorities and other owners of such playing fields to investigate with the Scottish Rugby Union the possibility of having their playing fields that qualify accredited for organised rugby, and further calls on any organisation creating new 3G Astroturf playing fields to ensure that they meet the standards required for accreditation under IRB regulation 22 and to apply for accreditation to ensure greater access to the sport of rugby.

S4M-01879 Alison Johnstone: Vital Role of Wild Pollinators and Managed Bees —That the Parliament recognises the vital role that bees and other insects play in providing food for people and maintaining the agricultural economy through the pollination of crops; notes that the majority of pollination is by wild pollinators, such as bumblebees; is concerned that the long-term effect of many pesticides on insect pollinators might not be well understood; notes that Italy and France have imposed neonicotinoid pesticide bans as a precautionary measure and that Cooperative Food has banned six neonicotinoid pesticides from its own-brand produce; commends the ongoing research partnership between the Scottish Beekeepers Association and four universities, including the University of Dundee, which is conducting a three-year survey of the impact of industrial disease-control chemicals and pesticides on foraging, navigation and communication in bees; recommends that chemical manufacturers must fund more rigorous tests before being granted licence to sell plant protection products in the European Union, and, in light of new research and in order to better protect pollinating insect populations, calls on the Scottish Government to review the Code of Practice for Using Plant Protection Products in Scotland and the list of active substances authorised by The Plant Protection Products (Scotland) Regulations 2005.

S4M-01849 John Pentland: North Lanarkshire Housing Programme—That the Parliament congratulates North Lanarkshire Council on its plans to double its house building programme; notes that this will mean 1,000 new council houses being built in North Lanarkshire by 2020 at a cost of £150 million; welcomes the council’s housing revenue budget for 2012-13, which also sees an extra £2.3 million boost for the council’s housing capital programme, with £1 million to accelerate the kitchen programme, £500,000 to progress the upgrading of single to double glazing through the window/door replacement programme, £500,000 to accelerate the roofing and render programme and £300,000 to commence a project for the installation of renewable energy measures, and further congratulates the council on keeping its rent increase below inflation, at just 1.5%, keeping rent levels in North Lanarkshire among the lowest in Scotland.

S4M-01532 Jamie McGrigor: Designation of Special Areas of Conservation—That the Parliament notes with alarm concerns expressed by local communities in the Western Isles regarding procedures and scientific data used by Scottish Natural Heritage (SNH) for designating special areas of conservation (SAC) in East Mingulay and the Sound of Barra; notes that the concerns were assessed by SNH, which, in the case of the East Mingulay consultation process, deemed them to be unfounded, and notes that the designation process is continuing for both sites, despite continuing local concerns and what it understands to be government-sponsored evidence of substantial economic damage and little quantifiable benefit as a result of SAC status.
