*S4M-01785 Willie Rennie: Dunfermline Street Pastors—That the Parliament commends those involved in the Dunfermline Street Pastors project and believes that the work carried out by street pastor volunteers helps make the Dunfermline community safer; understands that this project provides a range of practical services, including the distribution of bottle stoppers to prevent drinks being tampered with and helping individuals to find their way home safely after a night out; further understands that volunteer numbers have grown steadily over the years, that the scheme has expanded to include Friday and Saturday nights and that a mobile bus has been added to the scheme, which acts as a safe zone at the weekends; congratulates Diageo for supporting the scheme, and believes that such partnership working between the drinks industry, police, the local authority and local volunteers is a great example of a community encouraging responsible drinking and working to make the streets safer.
*S4M-01784 Margaret McDougall: Life Sciences Enterprise Area for GlaxoSmithKline, Irvine—That the Parliament welcomes the Scottish Government’s decision to designate the Irvine-based GlaxoSmithKline plant as a Life Sciences Enterprise Area; hopes that this will attract new jobs and opportunities to North Ayrshire and its surrounding regions and considers that this could bring widespread educational benefits and boost the region’s scientific economy; understands however that, based on studies of the previous enterprise zone initiative, there are concerns that the new areas might displace jobs from other regions; hopes that, in planning the new areas, the Scottish Government has ensured that these will bring real investment to communities while not affecting other areas, and further hopes that the places that were not designated as new enterprise areas continue to receive investment.

*S4M-01782 Drew Smith: Janey Buchan—That the Parliament notes with sadness the passing of the former Glasgow MEP, Janey Buchan, on 14 January 2012; further notes that, as well as being Glasgow’s first elected MEP, serving from 1979 to 1994, Janey Buchan served on Strathclyde Regional and Glasgow District councils; acknowledges that Janey Buchan was a champion of many causes throughout and after her political career, including gay rights, the anti-apartheid movement and the revival of traditional Scottish music, demonstrated when she donated her collection of books and music to Glasgow Caledonian University, which became the basis for its Centre for Political Song; considers that her commitment was to real people and to families; believes that her contribution will be long remembered by the people of Glasgow, those she campaigned alongside and the causes for which she campaigned, and expresses condolences to all those who knew her.

S4M-01772 Bob Doris: Humanitarian Situation in Haiti—That the Parliament acknowledges the ongoing humanitarian crisis in Haiti that has resulted from the 2010 earthquake, which it considers has been exacerbated by allegations of human rights abuses by NGO and UN personnel, widespread violence and the outbreak of cholera in the overcrowded internally displaced persons’ camps; notes with concern that the UN deployment in Haiti remains under the auspices of Security Council Resolution 1542 (2004), a chapter VII peacekeeping mission, which, it understands, lacks the powers and the mechanisms of a proper and effective aid campaign, and encourages the UN to review the legal mandate for action and ensure that continuing efforts are carried out through the correct procedures and are effectively organised and administered with the support and consent of the national government, the local community and with the utmost respect for human rights throughout.
S4M-01771 Dave Thompson: Congratulations to Plockton’s National Centre of Excellence in Traditional Music—That the Parliament congratulates the Plockton-based National Centre of Excellence in Traditional Music on its proposed new status as a charitable trust and its formal link-up with West Highland College UHI in Fort William, which, it understands, enables it to expand the educational opportunities that it offers to adults; welcomes the centre’s initial ambition to raise funds of £30,000 rising to £50,000 in the medium term, and considers that, as well as consolidating its future, this new status creates the prospect for the centre to have an opportunity for greater development, more scholarships and international development.

S4M-01769 Kenneth Gibson: 2012 Olympics, Greatest Show on Earth, apart from Scotland—That the Parliament is shocked by the report in the Sunday Herald that shows that, despite pledges that the 2012 Olympic Games would benefit the whole of the UK, only £1 million of the £2.6 billion spent by HM Treasury so far on the Games was spent in Scotland, a mere 0.04% of the sum spent elsewhere; considers this to be an unfair distribution of resources when Scots are contributing directly to the £9.3 billion estimated total cost through taxation and £114 million of Scottish lottery funding earmarked for hard-pressed charities and community organisations, a situation condemned by the Scottish Council for Voluntary Organisations as “ridiculous”; understands that, despite claims from the event organisers that £7 billion worth of contracts were up for grabs for UK businesses, only 117 Scottish companies have secured contracts, despite tabling 4,200 bids; understands that grass roots sports initiatives in England will receive £135 million of funding to nurture young sports talent, while Scotland will receive no extra funding, and believes that, while it considers that the 2012 Olympics will be a fantastic event that will be hugely entertaining and will inspire people to become more active, to gain a love of sport and to spectate at some of the greatest sporting events involving some of the greatest athletes of all time, the enduring legacy of the Olympic Games should benefit other nations and regions of the UK in a more equal manner to secure improved transport links, urban regeneration and the construction of hi-tech sports facilities to benefit communities for generations to come.

S4M-01766 Bob Doris: Concerns over the UK Welfare Reform Bill—That the Parliament believes that the UK Government’s Welfare Reform Bill is seriously flawed; considers that the Bill’s overarching aim in replacing Disability Living Allowance (DLA) with a Personal Independence Payment is to reduce expenditure rather than to support the needs of disabled people; remains unconvinced by the claims that 20% in savings can be made in DLA expenditure without substantially increasing the financial burden on other areas of the public sector; shares the concerns of a number of disability organisations regarding the figures being used to justify these cuts and what it sees as the failure to recognise demographics as a key reason for increases in DLA expenditure; understands that an estimated 500,000 people across the UK could lose DLA entitlement and is alarmed by figures released by the disability charity, Inclusion Scotland, which highlight the geographical breakdown of the areas most affected, including the Glasgow Maryhill and Springburn constituency, where, it understands, 1,500 people who are in receipt of the lower-rate care element of DLA are likely to lose their entitlement to this in 2013-14 and 460 disabled people who receive the contributions-based Employment Support Allowance (ESA) could, in April 2012, lose their entitlement overnight; notes that research from Sheffield Hallam University has projected that as many as two thirds of the disabled people who receive ESA could lose their entitlement to benefits altogether while the remainder are likely to receive benefits paid at a lower rate; notes the range of conditions that people on these benefits might have, including learning difficulties and mental health conditions, and considers that such conditions can seriously hinder an individual’s ability to earn and increase their cost of living; believes that the financial cost of disability rights should be a core outlay in a fair and civilised society, and calls on the UK Government to heed the concerns of disability groups and to seek urgently a political consensus for a positive reform of the system based primarily on need rather than financial savings.

S4M-01747 Neil Findlay: HMRC Privatisation Plans—That the Parliament notes the industrial action that took place on 16 January 2012 by HM Revenue and Customs (HMRC) workers at Bathgate; expresses and shares the concern of Bathgate staff at HMRC’s award of two contracts to two private sector suppliers, Sitel and Teleperformance, to conduct 12-month trials of its telephone advice services based in HMRC’s contact centres at Bathgate and at Lilyhall in Cumbria; considers that this development threatens the 1,300 permanent HMRC jobs in those locations; suggests that what it sees as this latest attack on the workers at Bathgate and Cumbria, over and above the wage freeze that they are presently enduring and the current proposals to cut pensions, is considered unjust, unfair and threatens their livelihoods further; understands also that HMRC contact centres were targeted in the UK Government’s Comprehensive Spending Review for 18% staff cuts in 2010-11; shares the Public and Commercial Services Union’s opposition to any further privatisation of HMRC work, and calls on the UK Government to retain some of the 10,000 HMRC jobs planned to be cut over the next three years so that they can be redeployed in HMRC contact centres in line with demand and to end the tendering for private telephone advice services in HMRC contact centres.

S4M-01729 Graeme Dey: Angus Glens Mark Centenary of Captain Scott’s Terra Nova Expedition—That the Parliament notes that it is 100 years since Captain Robert Falcon Scott and his team reached the South Pole on 17 January 1912 on the Terra Nova expedition, before perishing on their return journey; commends the legacy that it believes this team, whose original mission to the Antarctic from 1901 to 1904 aboard the first vessel to be constructed solely for scientific research, RRS Discovery, designed and built in Dundee using the city’s expertise in constructing whaling ships, provides not only for Tayside but for the advancement of pioneering scientific knowledge across the world; further notes that, of those who served on the Discovery expedition alongside Captain Scott and Ernest Shackleton, was Chief Scientist Edward Wilson, who died alongside Captain Scott in March 1912 and that, prior to the ill-fated Terra Nova expedition, Mr Wilson spent a number of years at Burnside Lodge in Glen Prosen conducting preparatory scientific studies alongside Scott; welcomes the Kirriemuir and Glens’ communities efforts to erect a new monument to commemorate the time spent by these explorers in the Angus Glens to replace the original put in place in 1919, and expresses the hope that these early scientists in the early part of the 20th century will continue to provide an inspiration to those who are pioneering human endeavours in the 21st century and advancing the knowledge of mankind.

S4M-01723 Margaret Mitchell: Eryc and Trayc, Scotland’s Young Carer Mascots—That the Parliament welcomes the introduction of Eryc and Trayc, Scotland’s young carer mascots, who were created last year by The Princess Royal Trust for Carers with funding from the Scottish Government; acknowledges that Eryc and Trayc, through a website, an animated film and a story book, which was distributed to all Scottish primary schools last year, tell the story of a boy and a girl who look after relatives who cannot manage without the children’s help and aim to help children learn about what young carers do and the challenges that they face; recognises that these materials aim to help young carers to identify themselves as such and show them where they can get further help and support; notes that The Princess Royal Trust, as part of the Eryc and Trayc initiative, has also created a toolkit for teachers, which contains learning materials, lesson plans and assembly ideas that teachers can use with pupils; further notes that there are an estimated 100,000 young carers in Scotland, which equates to roughly 1 in 10 of the school population and that, because of their caring roles, these children often miss out on schooling and time with their friends, which makes the early identification and support of young carers vital; believes that this initiative will help support young carers to raise their awareness of the support available to them, but also to raise the awareness of teachers and other children in their schools, and further recognises what it considers the crucial contribution that Scotland’s young carers make to their families.

S4M-01722 Patrick Harvie: Prison Visiting Committees—That the Parliament notes with concern the Scottish Government’s proposals to abolish prison visiting committees and to replace them with a prisoner advocacy service; considers that the independent scrutiny of prison conditions through regular, unannounced inspections and the independent examination of prisoner complaints is an important check and balance for the prison system; believes that, as they provide regular external scrutiny, are appointed from the local community and are independent from the Scottish Prison Service, prison visiting committees provide a distinct but complementary role to Her Majesty’s Inspectorate of Prisons; notes that the Scottish Government’s consultation on the independent monitoring of prisons, which was carried out in 2011, did not include proposals for an advocacy service to replace the committees and that 59 out of 60 respondents to the consultation wanted to retain the independent oversight role that its considers the committees fulfil; further notes that, in 2005, a review of the committees recommended that they be re-established as independent monitoring boards and that there should be changes to improve their impact and consistency; understands that, on 22 December 2011, the Cabinet Secretary for Justice said that the cost of running the committees was less than that anticipated for the proposed advocacy service, and believes that prison visiting committees offer excellent value for money, that they should be retained and that the proposed prisoner advocacy service should complement, but not replace, their role.
