*S4M-01166 Sandra White: Flourish House—That the Parliament congratulates Glasgow-based Flourish House on its £5,700 donation from the Bank of Scotland Foundation; recognises that the clubhouse, Flourish House, as a member of the International Centre for Clubhouse Development, promotes recovery from various health problems and aims to empower its members by enabling them to take part in training, education and employment as well as social events; considers that it does vital work in the communities that it serves, such as empowering individuals by providing assistance to build up confidence and learn valuable skills, and wishes the organisation all the best in its future endeavours.
*S4M-01165 Linda Fabiani: East Kilbride Community in Action—That the Parliament congratulates the partnership working of the Bonnie Prince Charlie and Peel Park public houses in East Kilbride, which have worked together to raise funds to build a new play area for Ballerup Nursery; notes that the play area encourages nursery pupils to be fit and healthy and promotes the importance of activity from a young age; commends the initiative shown by the pubs’ chefs who are teaching pupils how to grow their own vegetables, use local and seasonal produce and prepare healthy meals, thus establishing good habits from an early age, and considers this initiative a good example of how businesses, their staff and clientele can work together to improve their communities.

*S4M-01161 Joan McAlpine: Promising Results for Malaria Vaccine Trial—That the Parliament welcomes efforts across the world to reduce malaria but believes that more must be done, both in terms of awareness raising and increasing investment in malaria prevention schemes; is concerned that in 2010 there were still 225 million cases of malaria and in 2009 over 700,000 deaths caused by malaria; is further concerned that most deaths occur among children living in Africa where, according to the World Health Organization (WHO), a child dies every 45 seconds of malaria and the disease accounts for approximately 20% of all childhood deaths; is aware of figures that show that the disease accounts for up to 40% of public health expenditure in developing countries and disproportionately affects poor people who cannot afford treatment, trapping entire communities in poverty; notes that there are currently no licensed vaccines against malaria but is hopeful that this will not be the case for much longer, given the promising initial results of trials of RTS,S/AS01 published in the New England Journal of Medicine, which is the most advanced clinical trial taking place in seven countries in Africa; welcomes the results of Phase 3, which shows that the vaccine reduces malaria by half in children aged five to 17 months over the first year of follow-up; considers that the vaccine is still under development but that it shows promise both in terms of outcomes and safety levels and that the WHO will make its recommendation after final results are released in 2014, and, in the meantime, hopes for increased efforts in distributing and investment in traditional malaria-prevention methods, such as mosquito nets, insect repellent and antimalarial drugs.

*S4M-01160 Patrick Harvie: Health Impact Assessments in the Planning System—That the Parliament considers that the promotion of health and wellbeing should be integral to the land use planning system; considers that environmental health and the health of people and communities are closely connected; notes that the health impacts of inappropriate development can be felt in many ways, including through pollution, increases in health inequalities, reduction of the quality of green space, and of access to it, and via impacts on ecosystem services; believes that development in general should not increase heath inequalities, nor adversely affect the health of a community but should rather seek improvements through measures that increase physical activity, reduce exposure to harmful chemicals, promote mental health, wellbeing and community involvement, and provide equality of access and participation for all people; notes, however, that individual developments are not subject to health impact assessments, and believes that individual health impact assessments would be a valuable tool in ensuring that development provides sustainable places that enhance quality of life.
*S4M-01159 Duncan McNeil: Waterloo Road Relocates to Greenock—That the Parliament welcomes the decision by Shed Media and the BBC to relocate the filming of the popular Waterloo Road television programme to Greenock; notes that the programme will now be based in the old Greenock Academy building; commends the BBC for living up to its promise to reach out to the regions and not just to big cities, but towns like Greenock; commends the hard work and proactive approach by Inverclyde Council and Riverside Inverclyde that has made this happen; recognises that this complements Inverclyde’s commitment to the arts, with a new £9.3 million arts guild theatre set to open on the Greenock waterfront next year, as well as drama, sound production and make-up artistry courses offered by James Watt College; recognises that Greenock has provided a backdrop to what it considers successful films such as Sweet Sixteen and Dear Frankie and is home to acclaimed actors such as Richard Wilson and Martin Compston, and celebrates what can be achieved by communities such as Inverclyde if they show ambition and positivity.
*S4M-01158 Mary Fee: Raising Awareness of Lupus in Scotland—That the Parliament notes that around 55,000 people in the United Kingdom have lupus, a chronic and presently incurable illness of the immune system, which is more common in women, particularly black and Asian women; notes that October is Lupus Awareness Month, and considers that the Scottish Government should place more focus on raising awareness of lupus and provide support to the three main regional lupus groups in Scotland, Grampian Lupus Group, South and East Lupus Group and Strathclyde Lupus Group.

*S4M-01157♦ Liam McArthur: Damaging Impact of Air Discount Scheme Changes—That the Parliament notes the benefits that the Air Discount Scheme has brought to Scotland’s island communities since it was first introduced in 2006; considers that, even with the Air Discount Scheme reduction, the cost of flying to and from the islands imposes a considerable financial burden on island life; understands, therefore, the very real concerns that the exclusion of business travel from the Air Discount Scheme has caused for businesses as well as the public and voluntary sectors in the islands; considers that the change, on which there was no prior consultation, means that businesses and other organisations now either have to face even higher travel costs or have to miss out on opportunities to take part in meetings and other events on the Scottish mainland and further afield, and would welcome an urgent review of the impact of the exclusion of business travel.
*S4M-01156♦ John Mason: Scotland’s No’ Full Up Yet—That the Parliament welcomes reports from the National Register of Scotland that, after years of decline, Scotland’s population might have already reached a record high and that it could be 5.76 million by 2035; believes that an increased population is inherently a good thing for Glasgow and Scotland, leading to growth in the economy, the tax base, new businesses, employment opportunities, improved local services, public transport and the better use of currently derelict land in rural and urban environments; rejects those commentators who see both falling and rising population trends as negative, and would welcome positive planning in the coming years regarding the opportunities afforded to Scotland by the rising trend.

*S4M-01155 Jamie Hepburn: Adam Beecroft’s Report to the UK Government—That the Parliament notes that a report prepared for the UK Government by venture capitalist Adam Beecroft is understood to have been leaked; understands that the report recommends that employment law should be relaxed to make it easier for workers to be sacked; considers that there is little evidence to substantiate its reported claim that employment law is responsible for undermining economic growth; further considers that its reported suggestion that workers should be banned from claiming unfair dismissal would represent an outrageous retrograde step in employment law; calls on the UK Government to reject any such proposals if they are presented to it, and believes that, given the ideological orientation of the UK Government, employment law would be in safer hands if it was the responsibility of the Scottish Parliament.
*S4M-01153 John Pentland: Action for Children’s North Lanarkshire Young Carers Project—That the Parliament congratulates Action for Children’s North Lanarkshire Young Carers Project on the organisation of a catering and hospitality course for young carers that culminated in the Come Dine with Us event held at Motherwell College on 21 October 2011; considers that this was highly successful in achieving its objectives of encouraging members of the project to consider further education in the hospitality industry and also in providing important lessons on food preparation and healthy eating, which will assist them greatly in their roles as carers, and applauds Action for Children for this particular project, which supports around 180 young carers in North Lanarkshire by providing guidance to them in their caring roles and by creating opportunities to increase their confidence and wellbeing.
*S4M-01152 Marco Biagi: Barnardo’s New Adoption Service—That the Parliament notes that 31 October to 6 November 2011 is National Adoption Week; further notes that last year there were close to 16,000 looked-after children in Scotland, of whom 9,000 were looked after away from home but only 218 of those were adopted, and that there were only 466 adoptions in total last year; believes that ensuring that children are in stable, secure, loving homes improves both their lives and life chances; hopes that more children can be placed with adoptive parents and waiting times brought down; supports the National Adoption Register introduced by the Scottish Government, which is designed to help support adoption agencies place children in loving, stable homes; welcomes the Adoption and Placement Service newly launched by Barnardo’s Scotland, and looks forward to these developments helping more children to be placed in adoptive homes over the coming years.
*S4M-01151 Murdo Fraser: Scotland’s Gold Mine—That the Parliament welcomes the recent planning approval granted by the board of the Loch Lomond and the Trossachs National Park Authority to plans by Scotgold Resources Ltd to develop Scotland’s first commercial gold and silver mine at Cononish near Tyndrum; considers that the mine will give a massive boost to the local economy and is an example of business and public bodies coming together and working out an approach that will safeguard national park interests and instigate economic growth in the local area; notes what it sees as the great levels of support from different organisations for this venture, including the financial support to be provided by Scottish Enterprise to establish mine facilities and create jobs once planning permission is granted, and congratulates everyone involved who worked to achieve this positive decision.
*S4M-01150 Fiona McLeod: PSALV and World Psoriasis Day—That the Parliament recognises World Psoriasis Day on 29 October 2011; welcomes the opportunity that this day provides to increase awareness of a condition that can not only be psychosocially debilitating for over 100,000 people in Scotland, but also physically debilitating for over 20,000 people who have the associated condition of psoriatic arthritis, and considers that Psoriasis Scotland Arthritis Link Volunteers (PSALV) does fine work in supporting people and providing much-needed awareness and information on a condition that needs to be highlighted to the general public.

*S4M-01148 Christina McKelvie: Unacceptable Remarks by Chair of the Scottish Affairs Committee—That the Parliament supports the stance of Dr Eilidh Whiteford MP in withdrawing her participation from the Scottish Affairs Committee following remarks made to her by the committee chair, Ian Davidson MP; condemns Mr Davidson’s reported threat to give Dr Whiteford “a doing” as unacceptably sexist language with undertones of violence, unfitting of a Member of Parliament; further condemns what it considers attempts by Labour MP Jim McGovern to dismiss Mr Davidson’s words as a throwaway line and by anonymous Labour sources to smear Dr Whiteford by questioning the veracity of her complaint and impugning her motives for making it; recalls that, when the Prime Minister told Angela Eagle MP to “calm down, dear” in the House of Commons, his remarks were rightly condemned by Labour as sexist, insulting and patronising; wonders why Labour MPs seem to be far less concerned about references to threatened violence toward a female MP; welcomes the support provided for Dr Whiteford’s stance by the Scottish Women’s Budget Group, which includes representatives of Engender, Zero Tolerance and the Fawcett Society, which noted that “so long as sexism is left unchallenged, and ‘casual’ references to violence are left unchecked and unsanctioned, women will continue to be held at arms’ length from the political process”, and calls on Mr Davidson to fully accept what it considers the wholly inappropriate nature of his remarks and their implications with regard to violence against women, to issue a full and proper apology to Dr Whiteford, both for making the remarks and for the attacks that she is reported to have endured as a result, and to seriously consider whether his position as chair of the Scottish Affairs Committee remains tenable.

*S4M-01144♦ Murdo Fraser: Legal Education—That the Parliament notes the Law Society of Scotland’s findings that there is a “real and sincere concern among many lawyers who feel young Scots will benefit if they have a greater understanding of the legal system and the key role it plays in the community”; notes initiatives in this area such as the Consumer Focus Scotland joint seminar with the Scottish Government in March 2009 on public legal education (PLE), which aimed to raise the profile of PLE and stimulate debate about how a more strategic approach to this issue might be developed in Scotland, and more recently, in June 2011, Consumer Focus Scotland’s seminar, Developing a strategic approach to building legal capability in Scotland, which aimed to bring a wide group of stakeholders together to discuss the developing concept of legal capability, recognised in other jurisdictions as being the desired outcome from PLE activity, and believes that there needs to be a renewed impetus for legal and consumer rights education both in secondary schools in Mid Scotland and Fife and across the rest of the country and for the adult population. *S4M-01135 Joe FitzPatrick: Support for the Computer Games Industry in Scotland—That the Parliament believes that all potential avenues of support that it can provide to the computer games industry in Scotland should be considered, including what it believes to be games industry body TIGA’s exciting proposals for a creative content fund to support nascent developers; notes that Richard Wilson of TIGA has said that independence for Scotland "could absolutely reshape games industry policy across Scotland," and has criticised the UK Government for "failing to invest in the Scottish and UK game development sector"; considers that the computer games industry in Scotland has the potential to be world-beating, provided that it is given support that enables its developers to compete on a level playing field with international competitors in Ireland, Canada, France, South Korea and elsewhere, who it considers receive significant government support; acknowledges that a specifically targeted games tax relief, which it believes has gained widespread support among industry stakeholders, has the potential to enable the games industry to prosper, create jobs and help to fuel economic recovery; further considers that TIGA’s proposals for games tax relief show that this could safeguard over 9,500 jobs across the UK and while it is estimated that it would cost around £200 million to introduce, would generate almost £400 million in extra tax receipts for the Treasury over the longer term, meaning that it would more than pay for itself; regrets that only the UK Government currently has the power to introduce games tax relief, but believes that it has consistently failed to support this vital measure that could radically transform the industry’s prospects; calls on the Chancellor of the Exchequer to look again at games tax relief given that his colleague, the Minister for Culture, Communications and Creative Industries, previously indicated his support for this measure but has since, it considers, reneged on his initial commitment after the Chancellor did not include it in the 2010 emergency budget, and believes that, only with independence and the full economic powers that this will provide, would the Scottish Government be able to realise the true potential of the computer games industry in Scotland.

S4M-00789 Sandra White: Mordechai Vanunu, Israel’s Nuclear Whistleblower—That the Parliament notes the 25th anniversary of the revelations by Mordechai Vanunu regarding Israel’s secret nuclear weapons programme, which is estimated to number over a hundred warheads with the potential to annihilate the entire Middle East; praises what it considers to be Vanunu’s courage and dedication to the cause of the elimination of nuclear weapons; considers that this saw him returned to Israel under suspicious circumstances; further notes that he had been tried for treason and sentenced to 18 years in prison, 11 of which were spent in solitary confinement; understands that, since his release, despite being nominated for the Nobel Peace Prize 17 times and holding prestigious positions such as rector of the University of Glasgow, he has experienced continued persecution by the Israeli authorities; notes that this has been described by Amnesty International as cruel, inhuman and degrading and has also been condemned by the European Parliament; believes that, rather than be vilified, Vanunu should be allowed to live peacefully in one of the numerous countries to have offered him residence, and is of the view that Israel’s arsenal of nuclear weapons is an obvious barrier in the way of nuclear non-proliferation in the Middle East.
S4M-00695 James Kelly: Nail the Rogues Campaign—That the Parliament believes that rogue traders have a significant impact on consumer rights and the informal economy in Rutherglen, Cambuslang and Blantyre and the rest of Scotland; notes, with concern, the recent figures released by the Office of Fair Trading showing that issues regarding home improvement work continue to be at the top of the list of complaints about rogue traders; further notes that, last year, Consumer Direct received more than 13,000 complaints concerning uninvited traders, almost half of which related to home maintenance work; is concerned that rogue traders have frequently been reported to offer services at what appear to be attractive rates and use persuasive sales techniques to pressure people into making hasty decisions; believes that older people and vulnerable groups are particularly exposed to the dangers of rogue traders, and commends the Federation of Master Builders Scotland, in conjunction with Trading Standards, for running the campaign, Nail the Rogues, in order to raise awareness of the dangers of rogue and dishonest traders, to offer advice for avoiding them and to provide information on how to find reputable traders.
