*S4M-00139 Alison Johnstone: EU Consultation on Plastic Bags and Packaging—That the Parliament welcomes the European Commission’s consultation on options to reduce the use of plastic carrier bags and improve the requirements of the biodegradability of packaging; understands that up to 450 billion plastic bags and sacks are consumed yearly in the European Union, contributing to the litter stream, polluting oceans, soil and other waterways and seriously injuring wildlife; further understands that the total volume of plastic carrier bags produced in Europe in 2008 was 3.4 million tonnes and that the low individual weight and small size of plastic bags means that they often escape waste management and end up in the marine environment, where their eventual decay can take hundreds of years; considers that advertising a packaging product as biodegradable when it will not, in fact, biodegrade in natural conditions can be misleading; recognises what it considers the positive step by the City of Edinburgh Council, which is currently investigating how a reusable bonus bag scheme can be rolled out across the city; considers that such steps are essential in a zero-waste society, saving resources, cutting CO2 emissions and reducing local authorities’ landfill tax bills and that the EC consultation provides an opportunity for an international solution to this global problem, and calls on the Scottish Government to encourage individuals and organisations to respond to the consultation at:

*S4M-00135 Mark McDonald: Swiss Stance on Nuclear Power Plants—That the Parliament welcomes the announcement by the Swiss Government that it will decommission and phase out all five of the nuclear power plants in Switzerland and notes that the Swiss have no plans to replace these plants; considers that nuclear power is neither cost-effective nor environmentally sound; calls on governments of countries reliant on nuclear power to follow Switzerland’s lead; notes that this includes the UK Government, whose own Secretary of State for the Environment has campaigned against new nuclear power stations, and calls on the Scottish Government to continue to resist all efforts to base any new nuclear power plants in Scotland.

*S4M-00133 John Wilson: Big Lottery Boosts Shinty Festival—That the Parliament congratulates Camanachd Cearcall Lannraig A’ Tuath (Lanarkshire North Shinty Circle) on securing £1,580 in Big Lottery Funding toward its three-day shinty festival; considers that the shinty festival will provide a valuable opportunity for participation in shinty activities as well as coaching for club players, beginners and four and five-year-olds; notes that this Big Lottery grant will fund the costs of three coaches, youth volunteer expenses, new equipment and the costs of publicising the event; recognises the importance of such events in encouraging more people to engage in sports or physical activities, and wishes the Camanachd Cearcall Lannraig A’ Tuath every success in the forthcoming shinty festival.

*S4M-00127 Richard Simpson: Go Away People—That the Parliament welcomes the publication of Go Away People, the third such publication since 2003 by Post Adoption Central Support (PACS), an organisation of parents, social workers and other professionals involved in adoption and long-term foster care; considers that the booklet recognises the role, which it considers crucial, that attachment and attachment problems play in all children’s development; considers that these problems can go unrecognised in all children but particularly in those children who have been adopted; recognises the contribution made by the PACS publication of a leaflet for schools, Stop Wasting My Time, which contains case studies of pupils with attachment issues in schools, with special reference to looked-after and adopted children, and hopes that all teachers will be trained in recognising the importance of attachment issues for all children.

*S4M-00117♦ Stuart McMillan: David MacBrayne Group Support Coastguards—That the Parliament notes the recent submission by the David MacBrayne Group to the UK Government’s consultation on the review of coastguard services across the United Kingdom; notes that the David MacBrayne Group is the principal operator of the Clyde and Hebrides and Northern Isles ferry services and is the UK’s largest ferry operator in terms of vessels operated and routes served and notes its view that any changes to coastguard services should be constructed on the premise of saving lives and not on saving money, and argues that it is vital that coastguard services remain based throughout the whole of Scotland in order to offer the greatest possible service to the public and that, with an ever-increasing level of seafaring traffic on the west coast of Scotland, it is ludicrous that the Clyde facility is earmarked for closure.

S4M-00094 Patrick Harvie: Glasgow’s Egyptian Halls—That the Parliament recognises the cultural value of Glasgow’s Egyptian Halls, a Grade A listed building designed by Alexander "Greek" Thomson, which is recognised as an architectural treasure of the city; deeply regrets the loss and dilapidation of other Greek Thomson buildings over the years, such as Caledonia Road Free Church; is concerned that the current owner of the Egyptian Halls is seeking permission to demolish the building, which it considers would deprive Glasgow of yet another part of its architectural heritage; considers that the owner of a culturally significant building bears a special responsibility for its protection and restoration and that this responsibility cannot be divorced from the benefits of ownership; calls on Glasgow City Council to refuse permission to demolish the Egyptian Halls and on the owner of the halls to work with the council and others to fully restore the building, and thanks the Greek Thomson Society for its work over many years in protecting and promoting Thomson’s life and work.
