This briefing is in two parts. Part 1 analyses the Scottish Government’s plans for the SSRDB as it relates to health, including a discussion on resource plans, capital spending plans, Barnett consequentials and efficiency savings. Part 2 considers one of the key themes of the SSRDB, renewing public services, and discusses relevant health initiatives, relating them, where possible to the SSRDB.
The SPICe briefing ‘Scottish Spending Review 2011 and Draft Budget 2012-13’ (Financial Scrutiny Unit, 2011) discusses the broad trends in the draft budget and how it affects portfolio expenditure. The FSU has also published spreadsheets analysing level 2 and level 3 budget figures. These are used in the analysis contained in this briefing.
