New National Defibrillator Network Announced

That the Parliament welcomes the announcement of a new national defibrillator network programme by the British Heart Foundation (BHF); understands that the National Defibrillator Network (NDN), which BHF is developing over the next 12 months, is in partnership with the NHS and ambulance services across Scotland and the UK; believes that the plan is to identify and map the location of defibrillators, both public and restricted access, across the UK and make this information available so that 999 call operators can direct bystanders to the nearest defibrillator; notes that this is a groundbreaking initiative that could save the lives of many people across Scotland and the UK who experience a cardiac arrest; understands that there are an estimated tens of thousands defibrillators across the UK but, despite their widespread availability, the majority are not known to the ambulance services and, as a result, only 3% of people experiencing a cardiac arrest receive defibrillation from a bystander; acknowledges that every minute without CPR or defibrillation reduces a person’s chance of surviving a cardiac arrest by around 10% and that thousands more lives could be saved if the public were equipped with vital CPR skills and had access to a defibrillator; notes that, to ensure the NDN will work across all ambulance services, BHF has been working closely with colleagues in the Scottish Ambulance Service, in addition to the West Midlands Ambulance Service and the London Ambulance Service; is aware that the charity has helped to refine the requirements for development, which have already been gathered from every ambulance service, and is enthused that BHF has also secured a technology provider in Microsoft to be its key strategic partner for the innovative new programme, and that along with its solutions partner, New Signature, will deliver the network in approximately a year’s time.
