          I welcome members to the 14th meeting of the Subordinate Legislation Committee in session 4 of the Scottish Parliament and remind everyone to turn off their mobile phones.

          Under agenda item 1, it is proposed that we take in private item 5, which is consideration of a draft report on the delegated powers in the Offensive Behaviour at Football and Threatening Communications (Scotland) Bill as amended at stage 2. Are members happy to do that?

            The committee may wish to note that the various drafting concerns that our predecessor committee identified in relation to amendments to the Common Agricultural Policy Schemes (Cross-Compliance) (Scotland) Regulations 2004 have been taken into account in the drafting of the new regulations in SSI 2011/415.
