Waverley Railway (Scotland) Bill: Consideration Stage

The Convener (Tricia Marwick): : Good afternoon and welcome to the fourth meeting this year of the Waverley Railway (Scotland) Bill Committee.

Agenda item 1 is preliminary consideration of an objection. Paper WAV/S2/06/4/1 has been circulated. We are required to give preliminary consideration to the one objection that has been lodged against the proposal for a station at Stow. Do members agree that the objection should be allowed to proceed for substantive scrutiny at consideration stage?

Members indicated agreement.


The Convener: : Under agenda item 2, we will now consider our approach to the objection. Paper WAV/S2/06/4/2 sets out a possible approach for us to take in considering further the objection from BRB (Residuary) Ltd. The approach is based on that which the committee adopted in gathering evidence in respect of the objections to the whole bill. I invite general thoughts from members before we consider specific issues.


Christine May (Central Fife) (Lab): : The objection looks perfectly straightforward; it is similar to that which the same organisation lodged against the whole bill. Nevertheless, the objection is valid. The suggested approach should give BRBR enough time to marshal its arguments and the committee enough time to make its consideration.


The Convener: : Do members agree to the approach to the grouping and lead objector that is set out in the paper and do they agree that the clerk should inform the objector that it will be in a group on its own and will therefore act as lead objector?

Members indicated agreement.


The Convener: : Do members agree to the approach to the gathering of written evidence that is outlined in the paper?

Members indicated agreement.


The Convener: : Do members agree to the provisional timetable that is outlined in the paper?

Members indicated agreement.


The Convener: : I take this opportunity, while on the public record, to intimate to the objector and promoter that the committee expects both parties to enter into early, informed and constructive dialogue with a view to resolving the objection quickly. We still have the previous objection from BRBR before us, which is of concern, and we ask both parties to take note of our reservations about the speed with which matters are being progressed.
