1. 7th Report 2009 (Session 3) of the Finance Committee on Scrutiny of the Draft Budget 2010-11: Andrew Welsh, on behalf of the Finance Committee, moved S3M-5405—That the Parliament notes the 7th Report 2009 (Session 3) of the Finance Committee on the scrutiny of the Draft Budget 2010-11 (SP Paper 349) and refers the report and its recommendations to the Scottish Government for consideration.

After debate, the motion was agreed to (DT).

2. General Question Time: Questions were answered by Cabinet Secretaries and Ministers.

3. First Minister’s Question Time: Questions were answered by the First Minister (Alex Salmond).

4. Allotments, Community Gardens and Grow-your-own Projects: The Parliament debated S3M-5087 in the name of Jim Tolson—That the Parliament congratulates the Scottish Allotments and Gardens Society in its role supporting allotment holders and community gardens in Scotland, encouraging the development of new sites, enhancing biodiversity and preserving skills in gardening; acknowledges the valuable work carried out by other organisations in the promotion of community gardens and grow-your-own projects; recognises the links between green space, activity and good health and the social, financial, environmental and health benefits of gardening and growing one’s own food; highlights the need to protect and enhance green spaces, particularly in urban and deprived areas; notes that Crossford Community Council, in conjunction with Crossford Allotment Association and the Carnegie Trust, is investigating the provision of land for allotments, community gardens and social enterprise, and hopes that local authorities and other public bodies examine ways of transferring land to local communities to be used for such projects.

5. Themed Question Time: Questions on Finance and Sustainable Growth were answered by the Cabinet Secretary and Ministers.

6. Home Owner and Debtor Protection (Scotland) Bill: The Minister for Housing and Communities (Alex Neil) moved S3M-5415—That the Parliament agrees to the general principles of the Home Owner and Debtor Protection (Scotland) Bill.

After debate, the motion was agreed to (DT).

7. Home Owner and Debtor Protection (Scotland) Bill: Financial Resolution: The Minister for Community Safety (Fergus Ewing) moved S3M-5061—That the Parliament , for the purposes of any Act of the Scottish Parliament resulting from the Home Owner and Debtor Protection (Scotland) Bill, agrees to any increase in expenditure of a kind referred to in Rule 9.12.3(b)(i) or (iii) of the Parliament’s Standing Orders arising in consequence of the Act.

The motion was agreed to (DT).

8. Decision Time: The Parliament took decisions on items 1, 6 and 7 as noted above.
