That the Parliament agrees with Archbishop Desmond Tutu that Tony Blair should be tried for waging aggressive war against Iraq and further believes that the Scottish Government should take the opportunity afforded by the independence of Scots law to complete the incorporation of international criminal law by introducing a simple amendment making illegal the waging of aggressive war with the intention of regime change so that Tony Blair could be brought to trial in Scotland.

That the Parliament notes with concern that what it considers the excellent weekly Radio Scotland programme, Newsweek Scotland, presented by Derek Bateman, is due to end early in 2012; considers that this will deprive listeners of the only remaining in-depth weekly analysis of news and current affairs in the period leading up to the Scottish referendum, during which time it considers that the general public has a right to expect the highest quality information and examination to be provided by the BBC, and so urges the BBC Trust to reverse this decision and ensure that the corporation meets its obligation to its audience.

That the Parliament notes the report published on 2 June 2011 by the Global Commission on Drug Policy; notes the report’s conclusions arguing that "the war on drugs has failed" and calling on "world governments to break the taboo on debate and reform"; recalls various motions, stretching back to S1M-00097 on 26 August 1999, arguing for an investigation on cannabis use in Scotland, and would welcome the establishment of a commission of experts and laypersons to examine and report on the social and medical factors that might require changes to be made to Scots law and the working of the Scottish criminal justice system in relation to the use of cannabis in Lothian and the rest of Scotland.

That the Parliament welcomes the launch on Freeview and Virgin Media of BBC ALBA, making the Gaelic television channel available on all digital television platforms and accessible to all households in Scotland including the 60% previously excluded from receiving the service; applauds the BBC Trust’s decision to license BBC ALBA for broadcast on Freeview following its positive review of the channel’s performance; congratulates MG ALBA, the BBC and the independent production companies on the success of BBC ALBA; considers that the Gaelic television production and broadcasting industry is of substantial benefit to the Scottish economy, and notes with thanks the support given to BBC ALBA by the Scottish Government, the UK Government, politicians from all parties, public bodies, voluntary organisations and individual television viewers across the United Kingdom.

That the Parliament endorses the five principles adopted by the Alliance of Sector Skills Councils in Scotland for its Count Me In Campaign for the Scottish Parliament election; commends the principles on which the campaign is based - to deliver a skilled workforce, to put employers at the heart of the skills system, to ensure that high quality advice and information is available to deliver a skilled workforce and to widen access to apprenticeships and vocational qualifications, and acknowledges that these constitute a means whereby skills will be developed and prospects for employment improved.

That the Parliament congratulates the Rt Hon Margaret Hodge MP, Chair of the Public Accounts committee on the committee's investigation into PFI-funded housing and hospitals; notes that the committee’s findings echo opinions expressed years ago by opponents of PFI regarding any financial advantage that accrued to the public purse compared with the usual and traditional means of borrowing to finance such projects, but, to paraphrase, is nevertheless happy that one sinner has repented and admitted the error of her ways.
