That the Parliament welcomes the latest activity survey from Oil and Gas UK, which shows that last year the industry supported around 440,000 jobs, paid more than £9.3 billion in production taxes and provided around 60% of the United Kingdom’s energy needs; welcomes the reported 60% increase in capital investment in UK exploration and production over the last two years, which has slowed the rate of decline from the UK continental shelf (UKCS), and the potential for an additional 10,000 to 15,000 jobs to be created if investment continues; understands that most of the growth in reserves has been from west of Shetland fields, and calls on the UK Government to improve incentives for further developments in the UKCS to secure future jobs, prosperity and energy security.

That the Parliament welcomes the investment by the Scottish Government in support of the ferry industry; accepts that there must be value for money in delivering publicly funded services; further welcomes the recent report by the University of Glasgow regarding ferry services in Scotland and believes that this is a valuable contribution to the ongoing Scottish Ferries Review by the Scottish Government; notes that the report argued that there is no evidence of services not being run efficiently and that quality standards are high and rising; further notes the report’s claims that higher standards would be more easily retained in the context of a larger operator holding the contract for all Clyde, Hebrides and Northern Isles routes and that single operators are unlikely to be able to offer the same degree of quality and safety training to employees at the same cost due to a lack of economies of scale; also notes that the report argues that the private sector is in no better position than the public sector to charter the specialist vessels required to replace ageing ships, and urges the Scottish Government to safeguard the quality of ferry services and current maritime skills by taking all steps in its powers to retain the integrated Clyde and Hebrides ferry network in the public sector.

That the Parliament notes the ongoing discussions in the Scottish Premier League (SPL) regarding the future structure of the league; regrets the apparent rush toward a decision before supporters have had the chance to look at and scrutinise the proposals; notes the Supporters Direct survey in which nearly nine out of 10 supporters opposed a 10-team league; believes that, as the paying customers of the SPL, supporters' views should be taken onboard, and calls on the SPL and individual clubs to consult fans before a final decision is made.

That the Parliament notes that fuel prices throughout Scotland have increased again due to the rise in VAT to 20% and an increase in fuel duty by the UK Government in January adding 0.76p to the price of a litre of petrol and diesel making diesel prices the second highest in Europe; notes that 62% of the cost of an average litre of diesel is tax as opposed to a European average of 49%; notes that in Aberdeen, despite its being known as Europe's oil capital, petrol and diesel prices in January were again over 130p per litre, which has increased costs for small businesses and the road haulage industry, which it considers have been forced to pass increases on to customers, contributing to rising inflation, and believes that cutting the cost of fuel by 10p per litre in Scotland would cost only about half of the estimated £1 billion in extra revenue that the Treasury is set to take in as a result of rising oil prices.
