Report on the Legislative Consent Memorandum on the London Olympic and Paralympic Games (Amendment) Bill (UK Parliament legislation) - LCM (S4) 2.1

The Committee reports to the Parliament as follows—

Background

1. The London Olympic Games and Paralympic Games (Amendment) Bill was introduced in the House of Commons on 16 March 2011. The latest version of the Bill can be found at:

2. As this Bill makes provisions for purposes that lie within the competence of the Scottish Parliament, or that will alter that legislative competence or the executive competence of the Scottish Ministers, a Legislative Consent Memorandum (“LCM”) has been lodged by the Scottish Government as required by Rule 9B.3.1(a) of Standing Orders.

3. The Parliamentary Bureau referred the LCM to the Health and Sport Committee for consideration. A copy of the LCM is available online.1

4. The Bill amends the London Olympic Games and Paralympic Games Act 2006 (“the 2006 Act”). It is a Bill of limited provisions concerning only the advertising and street trading, ticket touting and traffic management provisions of the 2006 Act.

5. As Olympic events will be held in Glasgow as part of the football competition, the provisions of the Bill concerning advertising and street trading and ticket touting are relevant to Scotland. A previous LCM was passed by the Scottish Parliament for the 2006 Act.

6. The Minister for Public Health, Michael Matheson MSP, attended the Health and Sport Committee meeting on 27 September 2011 to give oral evidence on the LCM.

Recommendation

7. Following the evidence session, the Committee agreed to recommend to the Parliament that legislative consent on the London Olympic Games and Paralympic Games (Amendment) Bill be granted.
