Apologies were received from Marlyn Glen.

Also present: Dr Laura Piacentini, adviser to the Committee on its inquiry into the effectiveness of rehabilitation programmes in prisons .

The meeting opened at 9.52 am.

  1. Declaration of interests: The Committee agreed to defer item 1.

  2. Subordinate legislation: Hugh Henry MSP (Deputy Minister for Environment and Rural Development) moved the following motion—

    S2M-2292 Cathy Jamieson: That the Justice 1 Committee recommends that the draft Remote Monitoring Requirements (Prescribed Courts) ( Scotland) Regulations 2005 be approved.

    After debate, the motion was agreed to by division: For 4, Against 1, Abstentions 1 .

  3. Declaration of interests: The new member of the Committee, Mr Jamie Stone, declared no relevant interests.

  4. Subordinate legislation: The Committee considered the following negative instrument—

    The Solicitors ( Scotland) Act 1980 (Compensation for Inadequate Professional Services) Order 2004.

    The Committee agreed to note the instrument.

    There was a suspension from 11.03 to 11.09 am.

  5. Inquiry into the effectiveness of rehabilitation programmes in prisons (in private): The Committee considered a draft report. Various changes were agreed.

  6. Protection of Children and Prevention of Sexual Offences ( Scotland) Bill (in private): The Committee agreed to defer consideration of a draft report on the Bill at stage 1.

The meeting closed at 12.38 pm.
